ComReg reports on An Post quality of service performance between January and March 2008

The Commission for Communications Regulation (ComReg), the National
Regulatory Authority (NRA) for the postal industry in Ireland, today
published the results of its quarterly independent report on the Quality of
Service performance of An Post.

The report shows that:
• 78 pct of mail was delivered throughout the State within one working
day for the first quarter of 2008 against a target set by ComReg of
94 pct. This compares with a figure of 78 pct for the first and second
quarters of 2007 and 79 pct for the third quarter.
• 98 pct of mail was delivered within 3 working days against a target set
by ComReg of 99.5 pct. However, this figure drops to 97 pct for mail
delivered within Dublin County.
• 76 pct of mail posted in Dublin for nationwide delivery is reported as
delivered the next working day, while 80 pct of mail posted outside
Dublin for nationwide delivery is delivered within one working day of
posting.
• 83 pct of mail posted locally, outside of Dublin, for local delivery is
reported as delivered on the next working day. However only 75 pct of
mail posted in Dublin for local delivery was delivered the next working
day (Service performance in Dublin for Q1 2008 may have been slightly
impaired by the recent unofficial industrial action at 2 of An Post’s 28
Dublin Delivery Services Units).

ComReg is concerned with the lack of incremental improvement quarter on
quarter and with the corresponding quarter in 2007. Performance still
remains well short of the target of 94 pct.

The independent survey, conducted by TNS mrbi, is based on a nationally
representative sample of 7514 test mail items, posted and delivered
throughout the State to identify on time reliability of An Post’s domestic
single piece mail.

Haypost to open an affiliated company “Haypost International” in Europe for international postal operations

Haypost CJSC is planning to open an affiliated company in Europe for international postal operations. Haypost Director Hans Boon told
ArmInfo correspondent that the new company will be called “Haypost
International” and it will be set up in the Netherlands. He noted
that “Haypost International” will be opened in Leiden or in another
small town in its suburbs. While choosing the town, Haypost will take
into consideration the size of the Armenian community there, as it
is the foreign Armenians that will mostly make use of the company’s
services, he added. He also added that at present they are finishing the
talks with Justice Ministry of the Netherlands to settle relevant
legal issues for opening and activity of the company, which will be
officially opened on 18 June.

Along with it, Haypost is going to open several new post offices
in European states, which in fact will be just points for letters
collection, but thanks to them correspondence from European states
to Armenia will become faster as it will be implemented in the single
Haypost network, Hans Boon said.

To recall, at present 900 post offices are functioning at Haypost
system.

CEP carriers hike surcharges as fuel costs soar

Leading international express and parcel carriers are increasing their air and road fuel surcharges dramatically to the 20pct – 30pct range as soaring oil prices drive up operating costs and provoke transport industry protests across Europe and around the world.
Global integrators DHL, FedEx, UPS and TNT, European road-based parcel carrier GLS, and other express and parcel carriers around the world have all raised surcharges significantly this month to try to pass on higher fuel costs to their customers. The highest surcharges are generally in the USA, followed by Asia and then Europe.
The hikes come amid dramatic protests in Europe and other world regions by trucking companies angry about the impact of higher fuel prices. This week has seen strikes, blockades and other protests by tens of thousands of hauliers in Spain, Portugal, France, Belgium, the Netherlands, Poland and other European countries. Two drivers were even killed in separate incidents in Spain and Portugal. In Asia, there have been demonstrations by truckers in South Korea, Malaysia, Thailand, India and other countries.
In the express and parcels industry, which is doubly impacted by higher operating costs for jet fuel and truck diesel, leading players have been gradually raising their surcharges over the last few months in line with various published jet fuel price indices. These surcharges have jumped significantly in June due to the surge in oil prices.
