Scheme to introduce postcodes could cost up to euro 50m

The introduction of postcodes across the country will initially cost euro 15m, with the overall cost likely to be more than three times that.

The National Postcode Project Board (NPPB) has advised the government that euro 15m is the “upfront cost” of establishing, implementing and promoting the postcode.

An Post estimates that the overall cost of the scheme could be as high as euro 50m.

But Communications Minister Eamon Ryan has now decided to recruit more consultants to establish a “more complete estimate of the costs and benefits” of postcodes to the public sector.

The idea was first mooted by Mr Ryan’s predecessor Noel Dempsey, now Transport Minister, who originally set a deadline of 2008 for postcodes to be brought in.

On taking office last summer, the Green Party Minister pledged to press ahead with the introduction of a “clear and simple system” of postcodes as soon as possible.

Given the continued delays, however, it appears unlikely postcodes will be introduced before 2009.

Last night, Labour’s Liz McManus said she was not yet convinced of the necessity for postcodes and whether they should be prioritised.

China Post Group gets go-ahead to set up life insurance company

China Post Group, the business entity in charge of mail, delivery services and postal saving banks, has been approved by the country’s insurance regulator to set up a life insurance company.

Feng Xinsheng, executive deputy general manager of the group, said here on Saturday the company to-be, named as China Post Life Insurance Company Limited, will be launched within a year.

The insurance company would be registered in Beijing with a register capital of 500 million yuan (72.46 million U.S. dollars),Feng said.

He said the new company would mainly target farmers, low-income urban residents and migrant workers in cities.

Experiences of the group as agents of insurance sales would surely help in building such an insurance company, he added.

China Post Group was established in December 2006 to separate the regulatory functions of the former State Post Bureau (SPB) from its business activities.

SPB was traditionally both the supervisor and a player in the market.

The CPG, after the separation, owns the China Postal Air Freight Corporation and the China Postal Savings Bank and controls EMS services merged with the China Postal Logistics Corporation.

Feng said deposits at the China Postal Savings Bank, inaugurated in March 2007, had reached 1.8 trillion yuan by the end of May. The bank is more recognized as a community bank or rural bank with extensive outlets across the nation, especially in the countryside.

Consultation On Changes To Post Office Network – Post Office Ltd proposes two additional branches for closure in the Bristol and Somerset area

Post Office Ltd recently confirmed decisions reached following local public consultation into its Bristol and Somerset area plan. As a result of the feedback received, Post Office Ltd amended its original proposal and decided not to proceed with the closure of three branches at Bear Flat, Lower Weston and West End.

In order to ensure that the planned future network can be supported by the available funding from Government and meets the criteria it has set, including the requirement that no part of the UK is advantaged or disadvantaged relative to other areas, Post Office Ltd is now proposing the permanent closure two branches at Southgate and Hinton St George. A six week public consultation on these new proposals will begin on 17 June.

In proposing these branches for closure, Post Office Ltd has taken into account that customers would be able to access Post Office® services from nearby branches.

Switzerland: Who will benefit from the Liberalisation of the postal sector?

In an interview by La Poste Magazine, regarding the future law on the liberalization of the postal sector, Ulrich Gygi, Head of Swiss Post mentioned that liberalization would be beneficial to commercial clients, whereas private customers could benefit from competition from a qualitative point of view but not necessarily through a reduction of prices.

Furthermore, a study ordered by the Swiss department for the environment, transport , energy and communication, entitled “ Consequences of the of the liberalization of the postal sector in 2011″ mentioned that only a decrease in wages could lead to price reduction…
