Concerns over Chinese postal law

China should improve transparency of a new law governing the country’s USD 6bn-a-year express delivery market, say executives at UPS, the package delivery group.

An updated version of China’s Postal Law, which was promulgated in 1986, is in its ninth version and has been a source of concern for foreign and domestic courier companies pitted against China Post, the incumbent.

US-based UPS, its international peers and upstart Chinese express companies are in the awkward position of having to “compete with our regulator”, Mike Eskew, UPS chairman and chief executive, said in an interview with the Financial Times.

Ken Torok, UPS Asia Pacific president, noted that transparency surrounding the law’s most recent drafts had deteriorated. There are concerns China could introduce a “universal tax” of 4 per cent on overseas entrants.

“We would look at that as a form of double taxation,” Mr Torok said. “We are just looking for a level playing field in the industry.”

Mr Torok contrasted the opacity of China’s new postal law with a more open process in India, which is also revising its antiquated regulatory regime and posts drafts on the internet.

“When they do that everyone has visibility,” Mr Torok said. “We’d like to see more of that [in China].”

Uncertainty also surrounds how China intends to “carve out the monopoly”. According to an earlier draft of the law, only China Post’s express delivery arm would be allowed to deliver parcels weighing less than 150g – a restriction of particular concern to the incumbent’s domestic competitors.

UPS currently does not accept packages of less than 2kg for delivery in China.

Last October, an increasingly vocal domestic lobby of state-owned and private courier companies that compete against China Post took issue with the proposed limit. The Conference of Asia Pacific Express Carriers – which represents UPS, DHL, Fedex and TNT – has also been critical of the drafting process.

Booz Allen Hamilton, a consultancy, estimates China’s express delivery market will reach USD 5.8bn this year and USD 7.4bn next, making it a coveted destination for international courier companies.

UPS was the first of the “big four” international couriers to wholly own its China operations, as allowed under the terms of the country’s accession agreement to the World Trade Organisation. The company bought out Sinotrans, its state-owned joint venture partner, for USD 100m in 2005.

It employs 4,500 people in China and is building an international hub in Shanghai. UPS is now applying for trucking and freight forwarding licences in China. But it must secure national, provincial and even municipal approvals.

The American Red Cross presents FedEx Corp with Humanitarians Award

The Red Cross has proudly presented FedEx with a Circle of Humanitarians award in gratitude for its generous contributions and longstanding commitment to the humanitarian mission of the organization. The Circle of Humanitarians award, one of the organization’s highest honors, recognizes companies and individuals whose contributions provide life-saving support through Red Cross programs.

FedEx Corp. has provided support for the American Red Cross for more than a decade. Most recently, FedEx committed USD 6 million over the next five years to support the American Red Cross and the International Federation of Red Cross and Red Crescent Societies (International Federation). Around the world, the International Federation carries out relief operations to assist victims of disasters, and works to strengthen the capacities of its member National Societies, which includes the American Red Cross.

Domestically, FedEx is donating USD 350,000 annually to the Disaster Relief Fund and to the Red Cross Mid-South Chapter in Memphis, Tenn., and is donating USD 850,000 annually with in-kind disaster shipping. On the international level, FedEx is donating two USD 95,000 grants, one in support of the International Federation Climate Center and the second to the American Red Cross for Disaster Management Units located in Dubai, Panama and Malaysia. FedEx has also generously contributed a USD 25,000 grant to the International Federation Global Disaster Management and Coordination Appeal, which is an international disaster preparedness training initiative.

On a local level, FedEx employees are directly involved with the organization as trained volunteers and instructors in their communities working to build awareness and increase preparedness among community members.

FedEx Custom Critical (USA) unit names Operations Director

FedEx Custom Critical, the Akron-based subsidiary of shipper FedEx Corp., has hired a manager of a sister FedEx company as its new Director of Operations.

Jason Frederick will oversee all divisions of operations and manage a team of more than 300 employees in the position, according to a statement from FedEx Custom Critical.

A native of the Akron area, Mr. Frederick has 15 years of experience in operations, including the past 10 years with FedEx Freight in Atlanta. He has served as service center manager since 2002.

Before joining FedEx Freight, Mr. Frederick worked in operations at American Freightways in Akron. Mr. Frederick spent four years at Roadway Express as an operations supervisor and sales representative prior to his position at American Freightways.

FedEx Custom Critical provides expedited shipping services throughout North America and internationally.

UPS Express Critical launched

UPS launched UPS Express Critical, a service that allows customers to manifest and track urgent shipments with a single call center, one bill and one Web site.

UPS Critical allows package shippers to bill their shipments on their package account.

The new service can also offer shippers transportation combinations of planes and trucks – in one case, UPS said, an auto parts wholesale distributor in Ohio was able to take orders late into the evening and still reach dealers with shipments before normal business hours the next morning.

UPS competitor FedEx has a similar service, FedEx Custom Critical.

Urgent shipping customers can use the single-point system whether they”re using UPS SonicAir, UPS Airlines or UPS Freight.

FedEx delivers to more than 45,000 Emirates Skywards members

FedEx Express recently transported more than 45,000 shipments across the world to members of Skywards, Emirates Airlines’ award-winning Customer Loyalty program.

The express delivery giant’s unmatched global transportation network, spanning more than 220 countries and territories, made the dispatch of the Skywards’ information packs and gift items simple.

A key to the success of the peak shipping period is Skyward’s use of FedEx Ship Manager. This automated shipping solution allows for the import of large external address databases which can then be easily transferred to FedEx shipping documents. This software is available to all FedEx customers, whether they ship just 1 shipment a year or up to 10,000 per day.
