France's La Poste to record EUR 700m profit for 2006

French national postal operator La Poste said yesterday it expected to record a EUR 700 million net profit in 2006, up by about 25% on the figure of EUR 557 million for 2005.

The 2006 operating margin (operating profit on sales revenue) will be around 3.5%, said the group in a statement. La Poste noted that its balance sheet would be hit by an exceptional reform-linked contribution of EUR 2 billion to the national pension financing system at the end of this year.

Internal investment this year on new hubs in Lorraine and Val de Loire and the modernisation of the postal network (1100 offices) reached EUR 1.2 billion, up from EUR 950 million in 2005.

The group spent a further EUR 550 million on acquisitions for its European express network, an increased presence in publishing ventures by its Courrier mail arm and Banque Postale’s move to take over 100% of its asset management activities.

For 2007, La Poste expects to increase turnover by 3%, excluding external revenue growth, and to improve its operating profit margin to 5.8% thanks to cost controls and reform of its pension financing.

Its mail revenues are budgeted to rise 1% in spite of falling volumes, while parcels and express revenues are expected to rise 7% while the Banque Postale aims for 4% growth.

La Poste will invest about EUR 1.4 billion next year, with 11 new hubs and sorting centres planned as well as the renovation of a further 1000 branches.

UPU philately workshop reviews new concepts

The need for involving the youth in philatelic activities and adopting new technology for producing stamps were among the topics highlighted at a four-day UPU workshop on philately hosted by Emirates Post at the Emirates Post Training &Development Centre.

The workshop, in which 19 countries from the Arab Permanent Postal Commission (APPC) took part, introduced the participants to new trends in philately. Experts from the UPU, La Poste, Tunisia Post and the Slovak Post were among those who made presentations.

At a concluding ceremony, Mr. Mohamed Bahlul, Director of Philately, Tunisia, said the first UPU level workshop on philately in the region threw light on a host of important philatelic issues and this will help regional philatelic organizations to raise their standards.

Mr. Louis Virgile, Cultural and Commercial Director, La Poste, France, who presented a paper on personalized stamps, said the participants showed good knowledge of philatelic topics and stressed that more such workshops need to be conducted in the Middle East and Africa region to boost philately.

The 13th interdepartmental committee meet to discuss the european postal directive

France plans to require “the maintenance of the sector reserved” if “the correct operation of the postal public utility” is not guaranteed by the negotiations in progress around the European postal directive, according to an official statement of Matignon.

The thirteenth interdepartmental committee in Europe joined together on Monday morning in Matignon to consider the postal proposal for a directive adopted by the European Commission on October 18. This relates to the opening of competition on January 1, 2009 of the “reserved” sector known as the letters of less than 50 grams.

“France is attached to the existence of a postal universal service of high quality and at an accessible price on the whole of the own territory”, the services of the Dominique de Villepin Prime Minister underlined in an official statement. Consequently, “it will aim at the time, negotiations to guarantee the correct operation of the postal public utility”.

French La Poste and SNCF to set up 50/50 Joint Venture

French national post office La Poste and French national railway company SNCF will set up a 50/50 joint venture company to transport postal freight in Europe on high-speed trains, it was reported on November 20, 2006.
No financial details were disclosed.
The joint venture is expected to be operational at the end of 2008, the two companies said. The deal will enable La Poste to boost the development of its mail quality project, launched in 2004. It represents a total investment of 3.4 bln euro (USD 4.4 bln) until 2010 and aims at improving the speed of mail delivery.
Currently the postal freight uses three high-speed trains, covering eight delivery points between the logisitcs platforms in Paris, Macon and Cavaillon.
The two companies also said that they were studying a project for a high-speed train hub from the Paris airport Roissy Charles De Gaulle 2 (Roissy CDG2) which would make it possible to connect Strasbourg, Dijon, Rennes, Lyon, Bordeaux via Poitiers and Lille.

French postal workers strike over draft EU directive

The Paris-based LCI TV in French at 1500 GMT on 14 November reports that between 15 and 30 percent of French postal workers are on strike today to protest against a draft EU directive on the complete opening of the European postal market to competition from 2009.

LCI added that the postal workers were holding more than 50 rallies. A spokeswoman for the French postal service, La Poste, told the French news agency AFP that this morning fewer than 1 percent of post offices were closed.

In remarks made in the National Assembly in reply to a question and broadcast live by France 3 TV, he said that he wanted to reassure postal workers over the draft EU directive, as it took account of most of the government’s concerns. He added: “I wish to reiterate very clearly here that France is and will remain committed to maintaining a high-quality universal postal service at an affordable price across the entire territory.”
