Postal banks – the ‘real’ competition is on its way

In France, the transfer of La Poste’s financial services activities to a newly created postal bank next July is a major victory for the postal operator and a setback for France’s banking lobby. However, France is not alone in seeing postal organisations moving into retail banking.

China’s government is expected to pursue reforms, perhaps as early as this year, that will result in the conversion of the Postal Savings and Remittance Bureau into a postal savings bank. Meanwhile, Swiss Post has lobbied unsuccessfully for permission to obtain a banking licence to expand the range of products and services it can directly offer through its PostFinance financial services division, especially products such as consumer credit and housing loans.

While some postal operators are offloading their postal banks, others are returning to the sector by setting up financial services or banking subsidiaries.

DHL Express invests Eur 4.2 mln in new French Flevy site

International courier DHL Express, a subsidiary of German postal services provider Deutsche Post, has started the construction of its new site in Flevy, Moselle department, north eastern France, it was reported on May 3, 2005.

DHL has invested a total 4.2 mln euro (USD 5.39 mln), including for the land, in this new site, which will have a staff of some 100 employees. The new site should become operational as of September 1, 2005. The activities in the Flevy site will cover all the services offered by DHL including messages, express and road shipment in a unique site covering 27,500 sq m, where at first some 4,000 sq m, dedicated to loading platforms and 1,000 sq m to offices, will be set up. DHL has five other sites across the Moselle department.

French La Poste enters agreement to provide support for post offices

The French post office, La Poste, has entered into a framework agreement to provide financial support for the 1,800 post offices in France which are operated by local authorities. The deal, which has been concluded after more than a decade of talks, doubles the amount paid to municipalities (900 euros) to run post offices in what are termed sensitive rural or urban areas and offices under the control of more than one local authority. In return, the post office in question must be open for 60hrs a month.

GeoPost/DPD – multi million investments

The French mall service provider La Poste wants to invest up to EUR 1 billion in the global expansion of its parcel subsidiary GeoPost, which operates under the brand name DPD. A competitive global network for international parcel services is to be created by take-overs, joint ventures and cooperations. The man is forcing the pace. Claude Béglé, CEO of GeoPost International Management & Development GmbH, lists the targets for GeoPost and DPD for 2005 in one quick breath. The most important ones are: to promote strong growth of sales and earnings, the introduction of a new core product for Europe, the expansion of warehouse capacities in the hub and above all the rapid intercontinental enhancement of the DPD network. The bill for the additional expansion in Europe and the remainder of the world could cost as much as EUR 1 billion in the coming years, said the Swiss national at a press conference in Frankfurt am Main (Germany).

La Poste faces rough ride as it looks to compete in new EU

The run-up to the French referendum on Europe’s new constitution promises to be a busy time for La Poste.

Not only is France’s state-owned post office preparing to deliver 43m copies of the constitution to voters before they go to the polls on May 29, but at the same time parliament will be voting on a law designed to allow La Poste to compete in Europe’s liberalised postal markets.

Some executives fear the May 12 vote, which is likely to trigger a fresh political debate on the future of the post office, could be hijacked by those advocating a No vote in the referendum.

So while the new business is welcome in the short term, the intense focus the referendum may bring on La Poste’s future could be more of a burden.
