Vietnamese and French post groups to offer direct mail

The Vietnam Post Corporation (VNPost) and the La Poste Group of France will jointly launch cost-effective Direct Mail service in Vietnam in April.

Responsible for the service will be these groups’ Post Media Joint Stock Company, which is participated by Smart Media, a joint stock company founded by the Vietnam Post and Telecommunications Group.

The Post Media company, which is undergoing final legal procedures for its official operation, is established under an agreement signed during Prime Minister Nguyen Tan Dung’s visit to France in September 2007.

At a recent working session with VNPost, La Poste Chairman Jean Paul Bailly said his group wants to expand cooperative ties with VNPost to other fields, including the supply of financial, insurance and banking services through postal system.

He also affirmed La Poste’s willingness to help VNPost link with electronic money transfer system of France and Europe.

According to VNPost General Director Do Ngoc Binh, VNPost and La Poste signed a memorandum of understanding on their cooperation in December 2005.

The two groups have by now collaborated in setting up the Post Media company, and providing express and electronic money transfer services, and personnel training for VNPost.

La Poste is interested in helping VNPost establish a joint stock bank and develop life insurance products, Binh said.

Parceline changes name to DPD and plans new EUR 75m hub

The UK parcel carrier Parceline is changing its name to DPD in order to offer all its domestic and international services under one brand. The GeoPost subsidiary is also planning a EUR 75 million new national hub in central England.

Parceline, which has been the British franchise partner of DPD since 1995, said the re-branding would clearly show it was part of an international group. The company, with 42 depots nationwide, focuses on B2B parcels services, and is a leading provider to the telecommunications, entertainment and retail sectors.

In a customer information leaflet, Parceline said the name change, which includes new uniforms, re-branded vehicles and a re-launched website, would take effect on March 28. Its products will also be re-branded to DPD 10:00, DPD 12:00, DPD Next Day and DPD Two Day for domestic deliveries, and to DPD Classic and DPD Express for international services.

Other GeoPost subsidiaries to have re-branded to DPD over the last two years include the operators in Benelux, Poland, Russia and the Baltic States. The DPD network has 500 depots across 38 countries, mostly in Europe, delivering more than two million parcels daily.

ARCEP publishes the results of its public consultation on access to mailboxes (France)

Legislators included in the postal regulation law of 2005 the principle of equal access to mailboxes between authorised postal operators and the universal service provider, La Poste. Already in 2004-2005, postal operators complained of difficulties in gaining access to mailboxes in residential apartment buildings having opted for permanently restricted access. New entrants on the market complained of a discriminatory situation with respect to La Poste which had means to enter all apartment buildings. It quickly became clear that to restore the equity desired by the law, a technical analysis of the situation would be necessary. In November 2006, ARCEP initiated discussions with all players concerned by the problem of access to mailboxes. In addition to the distribution operators directly concerned—authorised postal operators, press delivery services, parcel distributors—property professionals also contributed to the work. These discussions helped to establish a diagnosis, highlighted the complexity and variety of situations and raised other questions which are not under ARCEP’s jurisdiction, which is limited to access to mailboxes for operators holding a postal authorisation. In late November 2007, ARCEP launched a public consultation in order to share its analysis of the situation, collect as many points of view as possible and to come up with solutions.

Mory Group: Press release from Alain Breau

The negotiations that were engaged a few weeks ago with a stranger company, concerning the MORY TEAM messagerie network, will not bring to an accord on a juridical or financial aspect, as both parties did not reach an agreement on these points.

The company strategy for developing, performing and remaining independent will hence be pursued through a common agreement between its CEO Alain BREAU, its financial partners Bridgepoint and Barclays, and operational management (regional managers and subsidiary managers), that will be associated to MORY TEAM capital, in the scope of an increase of the capital cover of this company, which is the main subsidiary of MORY holding.

MORY GROUP specifies that the various operations that happened in 2006 and 2007 allowed it to increase its capital cover by 22 pct, reaching now 61 million euros.
The gearing (total debts (including LBO senior debt) / capital cover) has increased in the meantime from 1,52 pct to 54 pct.

The Administration Board confirmed its full confidence in the MORY GROUP future, which doubled its size between 1999 and 2007, and which is now directly settled in 15 European countries, North Africa and Central Asia.

FedEx to take on 200 more staff in France

FedEx Express has announced plans to take on 200 more employees in France during 2008, split between its European hub at Roissy-CDG and its 14 branches in Paris and the regions. This would be an 8 pct increase in staff numbers.

FedEx Express, which opened its European hub at CDG in 1999, currently employs 2,500 people in France. A similar number of additional employees could be taken on annually over the next few years as the company grows its business.

“The express market is very dynamic and our recruitment needs reflect this development,” said Aurélie Morin, head of human resources. Most of the 200 additional jobs planned for this year will be in the positions of handlers, couriers and operational managers.

FedEx will concentrate on taking on locally-based staff who live close to its hub and branches. The company offers good career opportunities, with 80% of managers having advanced up through the ranks, Morin pointed out.
