Gilles Hilscher joins the Ciblex Group as Chief Executive Officer of Ciblex France.

Within just a few years, Ciblex has become a major player in the field of value-added
Express Distribution. The creation of the Chief Executive Officer position at Ciblex
France aims to speed up the development process that Ciblex is set to undergo during the coming years, both in France and abroad.

Gilles Hilscher was appointed Chief Executive Officer of Ciblex France at the beginning of May. Reporting to Teddy Mégarbane, the Group’s Chairman, he will be in charge of commercial operations, customer service, quality and safety. He is a member of the Group’s Executive Committee.

Gilles Hilscher worked previously at GLS as Chief Executive Officer. Over more than 15 years, he has devoted most of his career to the Express Distribution business. He held successive management positions at FEDEX and TAT before becoming CEO of TNT Express.

Chronopost names new management team

Chronopost, the French express subsidiary of La Poste / GeoPost, has named five new senior managers following the recent appointment of Christian Emery, previously head of ColiPoste, as managing director. Most of the new managers come from external companies.

Martin Piechowski is the new head of operations with responsibility for optimising the operator’s network of five hubs and 60 depots. He was formerly operations director at ColiPoste.

Charles Dauman has been appointed as new sales director. He was previously sales director for NeoPost France since 2001.

Sylvie Soris is now in charge of customer service. She will be responsible for improving customer satisfaction, call centre efficiency and introducing new electronic systems.

André Valade, formerly with Brink’s, the international security company, has been named head of security with responsibility for the operator’s locations and processes.

Tanneguy de Belloy, formerly director of administration and finances at Sun Microsystems France, has taken up the same post at Chronopost.

European postal operators express caution on the liberalisation of the postal market.

As the European Parliament and the Council of the European Union are about to decide on a proposal of the European Commission to fully liberalise the European postal market in 2009, 12 postal operators, in charge of providing the universal service in their countries, express their support for the cautious approach followed in the ongoing debates.

The postal operators of Austria, Belgium, Cyprus, France, Greece, Italy, Hungary, Latvia, Luxembourg, Malta, Poland and Slovakia observe with interest the caution that characterises the majority of debates in the EU Parliament on the issue of postal market liberalisation.

Over the past few months several signatory postal operators have highlighted the difficulty of identifying and implementing a financing mechanism that guarantees the continuity of the universal postal service in the event of full liberalisation of the market.

Faced with this problem, several debates in the EU Parliament called for caution and raised crucial issues such as viable financing mechanisms of the universal service, dangers of social dumping and the necessary conditions for a level playing field between market players. As a result, three European Parliamentary Committees as well the European Social and Economic Committee proposed new dates for the completion of the internal market for postal services, to be confirmed if appropriate. In the meantime, all efforts must be constructively spent to propose adequate solutions to the above mentioned points which are essential to make liberalisation possible.

The 12 signatory postal operators support a responsible approach and assert that the actual uncertainties must be addressed before the current system of financing of the universal postal service is put to an end.

Northrop Grumman to provide postal automation systems for La Poste and Royal Mail

Northrop Grumman Corporation announced that its postal automation subsidiary Solystic has been awarded contracts with La Poste (France) and Royal Mail (UK) for the supply and installation of 40 TOP2000 high-performance sorting machines for oversize mail. Each of these state-of-the-art machines will be capable of automatically sorting 38,000 flat mail pieces an hour.

“Postal operators today face increasing volumes of oversize mail from catalogues to magazines and advertisements. The competition that will result from the liberalisation of the European postal market in 2009 will create a demand for greater levels of productivity, reliability and flexibility,” said Pierre-Andre Barriere, chairman and CEO of Solystic. “The TOP2000 machine offers a sorting device that fully meets the market’s requirements, based on tried-and-tested technology, reliability and performance. These contracts position the company as a leading supplier in the industry.”

The 20 TOP2000 machines ordered by Royal Mail are part of its Flats Automation Project (FAP) and will augment the 11 machines already in service. Each piece of equipment will consist of two entry lines and between 264 and 312 outputs and will include a self-diagnostic system. The first of the new machines is expected to be delivered by November 2007.

La Poste has also ordered 20 TOP2000 machines following the successful trial with a pilot system. The devices will be equipped with two entry lines and 480 outputs. The first six machines will come on line by late 2007. Installation of the 20 new TOP2000 machines represents an important step in La Poste’s “Cap Qualite Courrier” modernisation programme.
