India Dept of Posts can take a cue from cousins abroad

Even as the department of posts is trying to take shelter of a constitutional amendment to ward-off competition and stay afloat, its foreign counterparts in countries such as Japan, United States, UK, Canada, Germany, Australia, and New Zealand, are multi-billion dollar corporations that give a run for their money to private players such as Fedex, UPS and TNT in their markets. In contrast, DoP managed less than a billion dollar (Rs 4,500 crore) in revenue during ’04-’05 and its losses are mounting every year. Worse, DoP revenues are stagnating, while its private competitors such as Blue Dart, First Flight and Overnite Express are growing in leaps and bounds. So what’s ailing DoP? The biggest issue seems to be that of financial accountability.

Indian govt may act on illegal courier companies

The government is contemplating action against private courier companies for bringing international post in the country illegally and delivering them as domestic post, depriving the Department of Post of terminal dues. According to senior officials in the Department of Posts, the courier companies have been routing international posts illegally as domestic ones, creating a similar situation to one existing in telecom sector in the internal call segment. Although DoP officials declined to give any estimates of illegal posts entering the country, informed sources said it could run between Rs 10 billion (USD221 million) to Rs 15 billion.

Global courier groups may sue over India post changes

Global courier companies including DHL and Federal Express will take legal action against India’s postal authority if it succeeds in winning amendments to the country’s postal laws that they fear could shut down some courier businesses. The courier companies said they were “shocked and surprised” by what they called “dramatic changes” proposed by India’s department of posts, which wants to create a new postal regulator and charge a levy on courier company revenues to pay for publicly run services to remote areas. The postal department is also seeking to redefine what constitutes a “letter” in a long-heralded reform to India’s 108-year-old postal service laws. This would in effect impose a state monopoly on the fastest growing segment of the courier industry. An executive of the Express Industry Council of India (EICI), which represents both private Indian and foreign courier operators, said the body would fight these proposals “all the way”, following a fiery meeting on the subject yesterday in Mumbai.

DHL-Transmile tie up to deliver consignments faster to US from India

Express services provider DHL today announced a tie-up with Malaysia-based air express operator Transmile, which will help it deliver consignments from south India to the US in just two days. The company will deliver consignments from Bangalore, Chennai and other key south Indian markets to the US in two days, a company statement said here. DHL’s tie-up with Transmile would route its consignments from Chennai and Bangalore to its Asia Pacific hub – Hong Kong and it would be further re-directed to its other centres for distribution in east and west coast of the US, it said, adding this route would save time of more than a day for delivering consignments.

Tough norms for Indian courier companies

With private courier companies eating into the revenues of postal department, the government today sought to give India Posts exclusive rights to carry and deliver letters weighing up to 300 grams. “The monopoly over a specific part of the letter mail of all descriptions up to a specific weight limit is essential as Department of Post is required to fulfil the Universal Service Obligation, which involves postal coverage to financially non viable areas at affordable rates for the common man,” said the department, which has posted the draft Indian Post Office Amendment Bill, 2006 on its website.
