Palletways acquires Italian operation

Palletways Europe Ltd, the parent company of Palletways UK has acquired the Italian operation it licensed out in 2002.
The development forms part of Palletways strategy to provide a dedicated and integrated pan-European network for the express delivery of small consignments of palletised freight and now means that the company controls all its networks in the UK and mainland Europe, which today comprise some 250 plus depots and 8 hub facilities, handling circa 20,000 pallets every day.
Palletways Italia has gone from strength to strength in the last five years and now has over 60 depots and two hub facilities in Bologna and Naples. As part of the acquisition Palletways has purchased land near the Bologna facility in order to construct a major new hub, which will accommodate future growth in volumes. The 15,000 sq metre hub facility will be fully operational by early next year and will be designed to handle express deliveries across Italy and to other parts of Europe served by Palletways. Said James Wilson, Chief Executive of Palletways: “This acquisition further reinforces our position as Europe’s largest network for the express delivery of small consignments of palletised freight and supports our expansion plans to create the first pan-European operation of its kind.
Palletways Europe Ltd has appointed Roberto Rossi and Bernardo Cammarata as Chairman and General Manager of Palletways Italia respectively. Both have extensive logistics expertise. Rossi was previously President of TNT Traco, in Italy and more recently world wide Chief Executive of TNT Logistics. Cammarata held senior operations posts for both TNT and DHL. Dr Antonio Giambrone has also been appointed as Director of Finance.

EU raises doubt over US trade deal

The high hopes that greeted a transatlantic trade deal ostensibly ending a dispute over online gambling have been almost immediately dashed by a look at the small print.

The European Union last week hailed an agreement with Washington to open up its warehousing, courier and testing service sector as compensation for closing the online gaming market to foreign companies last year.

The Office of the US Trade Representative (USTR) said the US Postal Service had allowed foreign competitors to handle overseas mail for 20 years. All it was doing was making the decision legally binding so it could not be reversed. Sensitive sectors such as domestic delivery and storage at ports and airports would remain closed.

An official added that this had “real value” and the EU agreed. “It gives the sector legal certainty. There is real value in binding the commitments,” said a spokesman for Peter Mandelson, the EU trade commissioner.

However, company officials and their lobbyists on both sides of the Atlantic are not so sure. “To us, this market was already liberalised and we have been operating in it for many years. It is too early to evaluate what long-term benefits this decision would have,” said a spokesman for the German courier.

World Trade Organisation officials said that it was up to the US and trading partners to agree adequate compensation between them. Washington would then notify the WTO of changes to US services commitments.

MRW, Bartolini extend networks

Spanish express operator MRW and Italian parcels carrier Bartolini have announced expansion of their networks this month.

In Spain, MRW said it has opened new logistics platforms at Salamanca and Santiago de Compostela to improve its operations in those regions. The company now has 43 logistics bases across Spain.

It also added new franchise outlets in Seville, Ciudad Real and the provinces of Madrid, Vizcaya, Granada and Pontevedra. It now has nearly 800 outlets across Spain and Portugal.

In Italy, Bartolini opened a 25,000 sqm logistics hub in Turin under the name Turin Interporto Logistics Services facility on December 14. The building is fitted with advanced equipment for distribution logistics activities such as inbound, stock management and outbound.

Postcomm: Compensation consultation on delay, loss and damage – second stage

Postcomm issued a consultation in November 2006 asking for views on a number of key issues in relation to the current compensation arrangements for postal packets that have been lost, damaged or delayed.

Royal Mail’s license requires it to have a “standards of service compensation scheme” for compensating users of postal services for delayed mail.

The second stage of this review has now been published, and Postcomm have provided a list of their proposals for both retail and bulk mail compensation.

The current compensation scheme for delay, as determined by Postcomm in October 2003, includes compensation arrangements for senders of mail using bulk mail services. Bulk mail customers currently receive compensation in the form of an annual rebate of a percentage of the money they have paid to Royal Mail, depending on Royal Mail’s annual performance against its quality of service targets for bulk mail.

Postcomm proposes to remove bulk mail from the compensation scheme for delay with effect from 1 April 2009. Postcomm considers that the continuation of a regulated compensation scheme for bulk mail may distort customer behaviour and act as a barrier to switching.

The closing date for this consultation is 18 February 2008.
