Pro-Liberalisers urge more vigilance from national regulators

National regulators need to be more zealous in applying the 2002 postal services directive, the pro-liberalisation Free and Fair Post Initiative (FFPI) says. “The current situation is far from satisfactory in most member states” as anti-trust probes are “especially rare”, FFPI president Philippe Bodson said in a recent open letter to the European Commission. He wants regulators to pay more attention to price-fixing and cross-subsidisation, the practice where postal operators use profits made in the monopolised sector to fund parts of its business competing on the open market. Mr Bodson said the Commission’s “track record in this field is encouraging” and urged it to continue actively investigating anti-competitive behaviour.

Italy will sell post group but dithers on Enel Privatisation

The Italian government yesterday made clear it would press ahead with the privatisation of Poste Italiane, the state-run postal services and banking group, but sent conflicting signals over whether it might sell another stake in Enel, the utility giant.

Silvio Berlusconi, prime minister, told reporters that privatisations were essential to cut Italy’s public debt, which stands at 106 per cent of gross domestic product.

“Debt reduction could happen with a certain immediacy, by putting some assets on the market that are part of the state’s patrimony,” he said.

Although Mr Berlusconi suggested that Enel as well as Poste Italiane could form part of a new privatisation drive, Domenico Siniscalco, finance minister, later told Italian radio that he knew of no plans to reduce the government’s 31.5 per cent stake in the utility group.

Poste Italiane to focus on services – CEO

Italian state-owned postal services company Poste Italiane SpA plans to focus on services for the future, the CEO of the company, Massimo Sarmi, said on February 22, 2005, at the presentation of the financial accounts for 2004. In 2004, Poste Italiane registered 64.4 million mailings of packets and Corriere Espresso (express courier), down by 6.0 pct for the packets and up by 14.5 pct for Corriere Espresso, both compared to 2002.

Poste Italiane net profit at 236 mln Euro 2004

Italian state-owned postal services company Poste Italiane SpA registered a consolidated net profit of 236 mln euro (USD310.8 mln) for 2004, compared to 90.3 mln euro (USD118.9 mln) for 2003. Poste Italiane’s net profit stood at 21.6 mln euro (USD28.4 mln) in 2002. The company’s earning before interest, tax, depreciation and amortisation (EBITDA) rose by 56.7 pct to1. 8 bln euro (USD2.37 bln). Operating profit dropped by 82 pct to 796.4 mln euro (USD1.048 bln). Turnover amounted to over 9.0 bln euro (USD11.851 bln).

Italian post office strengthens ties with France

The Italian post office, Poste Italiane, saw its mail volume rise by 10 per cent last year, to 7.2 billion items. At the same time, there was a double-digit increase in mail revenues, owing to growth in the most profitable segments of the market, such as direct marketing and commercial post. Poste Italiane has now decided to forge closer links with its French counterpart, La Poste, by making its unit-linked life assurance policies available in French post offices. At the same time, it has raised its stake in Aspheria, its joint-venture with La Poste, to 40 per cent.
