Japan Post and Mitsukoshi in talks to form joint delivery service firm

Japan Post and department store chain Mitsukoshi Ltd. are in talks to reach an agreement within this month on their formation of a joint delivery service company, informed sources said Thursday. Ahead of its privatization starting in October 2007, Japan Post has been enhancing its delivery and other logistical services. It has acquired Asocia Corp., a logistical service unit of Daimaru Inc., another department store chain. Some private-sector entities have criticized Japan Post for affecting private-sector services by expanding services while remaining under state control.

Japanese postal privatization preparatory committee meets

A committee met Wednesday for the second time to decide the details of a planning company that will be founded later this month to prepare for privatizing Japan’s postal services. On the agenda are issues that the committee could not conclude at its first meeting in December, such as where the planning company should be headquartered as well as the number of shares and executives it should have. Japan plans to privatize its postal services on Oct. 1, 2007.

From April, the big “four” providers of international express and delivery services will face a formidable new upstart in the Japanese market: Japan Post.
But the question is whether Japan Post can compete head-to-head against the established express mail and logistics providers. FedEx, DHL and UPS all enjoy global economies of scale that they have built up over decades. Though Japan Post has unparalleled domestic mail delivery operations, the move will mark its first foray into the international express delivery market. Until now, the “big four” providers – United Parcel Service (UPS), Federal Express (FedEx), DHL of Germany and TNT of the Netherlands – have dominated the Japanese market, with an estimated 70 per cent market share. Minoru Hasegawa, the manager of Japan Post’s business development division, says it is essential for the entity to expand its services as part of its privatisation process.

Government to form firm to prepare for Japan Post’s successor

The Japanese government will create a planning company Jan. 23 to set the stage for the planned formation in 2007 of a holding firm tasked with overseeing Japan Post’s privatisation, the posts minister said Friday.

At a news conference, Heizo Takenaka, minister of internal affairs and communications, unveiled the schedule of events leading up to January’s formation of the planning company.

According to the schedule, the government will convene the first of a series of task force meetings Tuesday to pave the way for the planning company’s establishment, he said.

The government will then officially devise the articles of an association for the planning company Jan. 11 at the second of the task force meetings.
