Japan needs to stem foreign purchases of Japan Post units

The government needs to devise steps to prevent foreign firms from buying planned postal savings and insurance firms to be created through the privatisation of Japan Post, Internal Affairs and Communications Minister Taro Aso said.

Aso told a news conference, “It is necessary to prevent purchases by foreign companies and others.”

The government is to privatise Japan Post in stages from 2007 by dividing it into four firms, handling postal savings, insurance, mail delivery, and over-the-counter services, respectively.

Aso said the government will consider what methods should be adopted to block foreign purchases of savings and insurance units.

Japanese panel to be given power to monitor privatized postal units

A committee to monitor four entities to be created by privatizing the state-backed Japan Post will be given various powers including advising Cabinet ministers, government sources said Monday. The committee, whose chairman will be appointed by the prime minister, will be placed under the privatization promotion headquarters consisting of all Cabinet ministers, they said. The committee will consist of several people with expertise and will begin its 10-year work in April 2007. The government intends to include the establishment of the committee in legislation for the privatization of postal services it will present to the ordinary Diet session to be convened in January.

UPS plans major investment in China after ending Sinotrans pact

United Parcel Service Inc plans major investments in China’s fast-growing parcel delivery market as it prepares to part company with its long-time partner Sinotrans, UPS Asia Pacific president Ken Torok said.

UPS, which is paying Sinotrans USD100m to end its relationship, will add 500 more UPS vehicles by December 2006 and build an aviation hub in Shanghai by 2007.

‘We will greatly increase investment in China,’ he said without giving details.

Under the agreement, UPS will take direct control over agency operations from Sinotrans in five major cities by January. It will then add another 18 locations which cover over 200 cities by the end of next year.

Sankyu and Japan Post to start Hong Kong – Japan parcel service

Sankyu Inc. and Japan Post plan on Thursday to start jointly operating a small-lot parcel delivery service from Hong Kong to Japan using marine freighters, The Nihon Keizai Shimbun learned Monday. The new service will be the first of the joint international logistic services by the two firms. Sankyu will pick up parcels in Hong Kong, ship them, then complete their customs clearance in Japan. Japan Post will deliver them using its Yu Pack parcel delivery service network. The two partners expect it to be used for shipping machine and electronic parts as well as mail-order purchases.

Japan, China, S. Korea postal authorities to seek cooperation

The state-backed Japan Post said Wednesday it has agreed with Chinese and South Korean postal authorities to seek tie-ups in operations such as international remittance and the use of automated teller machines. The agreement was reached as a result of high-level talks of postal officials from the three countries held in Tokyo last Wednesday, Japan Post said. The accord calls for Japan Post, the State Postal Bureau of China and Korea Post to study ways of realizing emergency international remittance, acceptance of international credit cards for use in their ATMs and exchange of information on new postal products and services.
