Japan PM Koizumi reiterates confidence in economic recovery

Prime Minister Junichiro Koizumi, in a major policy speech to parliament, repeated that Japan’s economic recovery is intact, although recent data shows it might be slowing.

‘As we push for structural reforms, the economy is steadily recovering with the private sector taking the initiative, while personal consumption and capital spending are improving,’ Koizumi said in a speech on the first day of a 53-day extraordinary session.

Koizumi stressed that small- to mid-sized businesses and regional economies still need help to benefit from the recent economic upswing, seen mainly among major firms.

Japan Post missing 30 billion yen in receivables

Japan Post had 30 billion yen in hard-to-recover receivables as of Dec. 31, 2002, due mainly to mistakes, embezzlement and theft, the Board of Audit of Japan said in a survey.

The largest portion — 11 billion yen — stemmed from its failure to collect a 20 percent tax on interest on “maruyu” postal savings accounts for people aged 65 or older and the disabled whose deposits exceed the 3.5 million yen tax-free ceiling, according to the survey.

About 6 billion yen in unaccounted for receivables resulted from illegal actions by postal workers such as embezzlement and theft, 6 billion yen was due to crimes committed by people other than postal employees, such as thefts of postal savings with stolen cash cards, and another 6 billion yen came from incorrect payouts of insurance money and savings.

Daily Yamazaki to handle Japan Post parcels at all outlets

Major convenience store chain Daily Yamazaki Co. plans to start handling parcels for Japan Post’s door-to-door delivery service at all its 2,000 outlets across Japan next spring, company officials said Monday.

Daily Yamazaki currently accepts Japan Post parcels at 16 outlets in the Tokyo metropolitan area, with Nippon Express Co. in charge of transporting them to nearby post offices.

Daily Yamazaki will expand the service nationwide, the officials said. Daily Yamazaki began handling parcel delivery for Japan Post at six outlets in June.

The expanded tie-up marks another move by the state-backed postal entity to step up parcel-delivery services in cooperation with the private sector, following its recent linkup with major convenience store operator Lawson Inc.

am/pm stores to handle Japan Post parcels

Major convenience store chain am/pm Japan Co. plans to start handling parcels for Japan Post’s door-to-door delivery service at all its 1,400 outlets across Japan next spring, company officials said Monday.

am/pm Japan has already started testing the service at 10 outlets, the officials said.

The company has been handling Nippon Express Co.’s Pelican parcel-delivery service. The convenience store chain plans to handle Japan Post parcels in parallel with the Pelican service, they said.

Earlier in the day, officials at Daily Yamazaki Co., the operator of 2,000 convenience stores across Japan, said the company plans to start handling Japan Post parcels at all of the outlets next spring.
