Belgian De Post/La Poste To Restructure Post Offices 2005

Belgian postal services company De Post/La Poste plans to restructure its post offices in 2005 in order to increase their efficiency.

A total 300 of its 1,300 post offices were profitable in 2004. The offices registered a total 200 mln euro (USD260.5 mln) loss.

The company plans to expand the distribution of its products via banks, supermarkets and news stands.

De Post/La Poste (www.post.be) posted a profit of 36 mln euro ($46.9 mln) in 2004, compared to a 64 mln euro (USD83.3 mln) loss for 2003.

Currently, the company has 37,920 full-time employees. It services some 3.7 billion consignments annually.

French bank CDC could provide 1.6 bln euros for postal bank

The quasi-official French state bank Caisse des Depot et Consignations (CDC) could provide 1.6 billion euros of capital to help set up a bank run by the French post office, a source told AFP on Thursday. CDC, which has extensive interests in private companies and regional development, could also transfer 40 billion euros (52.32 billion dollars) of assets to La Poste, the state-owned post office, the source added, confirming a story in French business paper Les Echos. Talk of transferring the assets to La Poste “follows a decision from the public authorities to create a postal bank between now and January 1 2006”, the source said.

Postcomm issues a long term licence to Mail Plus

Following consultation, Postcomm today issued a long term licence to Mail Plus Ltd to provide bulk mail and consolidation services. The licence contains a requirement for Mail Plus to maintain separate accounts for its UK licensed business to show that it is not being unfairly cross-subsidised by its parent company, La Poste.

Delivering tough postal competition

Few markets are harder to open than postal services. Slowly but surely, e-mail, regulation, competition and market fragmentation are forcing national operators to rethink their models. Europe’s pace is about to quicken. Denmark will soon announce the winner of a 25 per cent stake in Post Danmark, with Dutch TPG and Germany’s Deutsche Post among contenders. Belgium wants a minority partner to modernise its service: TPG and France’s La Poste are rumoured to be considering bidding jointly. Cross-border consolidation so far has been held back by slow liberalisation and national sensitivity. Austria balked last year at partial privatisation for fear its service would land in German hands. Change has to come. Under EU pressure, the legally permissible monopoly on letters dropped from 350 to 100 grams in 2003 and falls to 50 next year. Markets are supposed to be open completely by 2009, though several may not be ready.

TPG, France’s La Poste in joint bid for Belgian post stake

Dutch postal group TPG and French state-owned La Poste have formed a consortium to bid for a stake in Belgium’s state-owned postal service, Le Soir newspaper reported on Saturday. Deutsche Post World Net AG and the Swiss and Danish postal services are also potential bidders. The Belgian government will confirm the list of candidates in early March, and hopes to chose the winning bidder by the summer, the newspaper said.
