EU mail giants moving in opposite directions

Fifteen years ago there wasn’t much to distinguish between the German and French mail monopolies, Deutsche Post and La Poste, as they faced the distant prospect of deregulation of the Europe Union’s postal industry. Today, with deregulation just a few years away, the two appear to have very little in common. On the day La Poste workers walked off the job in January to protest the impact of liberalization, Deutsche Post announced it had acquired Europe’s biggest logistics contract, continuing a $9 billion expansion program that has transformed it into one of the world’s biggest transport companies with interests ranging from express delivery to air and ocean freight forwarding. La Poste, by contrast, remains largely what it was — a mail monopoly with a few related activities awkwardly bolted on. The differences between the two companies goes to the heart of the problem facing the EU as struggles to reach its goal of overtaking the United States as the world’s most dynamic economy.

Italian post office strengthens ties with France

The Italian post office, Poste Italiane, saw its mail volume rise by 10 per cent last year, to 7.2 billion items. At the same time, there was a double-digit increase in mail revenues, owing to growth in the most profitable segments of the market, such as direct marketing and commercial post. Poste Italiane has now decided to forge closer links with its French counterpart, La Poste, by making its unit-linked life assurance policies available in French post offices. At the same time, it has raised its stake in Aspheria, its joint-venture with La Poste, to 40 per cent.

La Poste draws up plans for structure of Postal Bank

La Poste has drawn up plans for the structure of the postal bank that it is planning to create. The company says that Efiposte, the subsidiary responsible for the management of funds for post office giro accounts, will form the basis of the new institution. La Poste will continue to own 100 per cent of shares in this company. SF2, the holding company that controls the group’s other subsidiaries and investments in the field of financial services, will be maintained and will be a 100 per cent subsidiary of the postal bank.

French Deputies support postal reform

French deputies took a vote on Friday regarding a draft bill which would allow France’s postal services market, currently dominated by La Poste, to be opened to rival service providers by 2009. The bill would also allow the creation of a post office bank. The text was supported by the UMP-UDF coalition. It has yet to be voted by the Senate. If passed, the bill would end the monopoly of postal service operator La Poste on letters weighing more than 50g with effect from 2006.

Heated debate in French Parliament on Postal Reform Bill

The French national assembly was preparing to sit late into the night on Friday (January 22) so that MPs could finish their debate on the French government’s controversial bill to reform the nation’s postal services. Three days had been allocated for examination of the bill, which aims to incorporate into French law the 1997 and 2002 European Union directives on opening up the postal services market to competition. The debate has been held up, in particular, by the tabling of numerous amendments.
