FEDMA Discusses French National Regulatory Authority

The Postal Affairs Committee of the Federation of European Direct and Interactive Marketing Association (FEDMA) held a meeting on Tuesday, June 29, 2004 at La Poste’s head offices in Paris. Mr Guillaume Lacroix, in charge of the Postal Services Unit of the DG of Industry, Information Technology and Post, of the French Ministry of Economy, Finance and Industry informed the participants about the details of the draft law to implement the second Postal Directive which is to be examined by the French Assembly soon (but very likely only in the autumn). One of the main aims of the French draft law is to establish an independent National Regulatory Authority (NRA) on Post in France. Ms Catherine Gallet-Rybak was also present at the meeting. She has been appointed to work on the regulation of Postal Services in the ART (the Telecoms National Regulatory Authority), until the new Postal NRA is established in 2005 at the earliest.

French La Poste cuts 3,753 jobs in 2003

La Poste, the French national postal services group, cut more than 3,700 jobs in 2003, according to employee representatives.

The group’s workforce fell from 292,573 people in 2002 to 288,820 in 2003, a reduction of 3,753. According to union SUD-PTT, La Poste has eliminated 6,944 posts in two years, and recruitments have fallen by 27.5 per cent in the same period.

A new study from Andrew Lester & Associates’ PacTrac © research programme covering the Belgian parcels and packages market reinforces the picture of Belgium’s role as a transit and distribution centre for other EU member countries. In economic terms export sales account for more than 80% of Belgium’s GDP, which is one of the highest percentages amongst industrialised economies.

The PacTrac © study findings are based on 750 interviews with a cross-section of international parcels and express service users in Belgium and Luxembourg conducted in two phases between June 2003 and March 2004. Initial estimates put the total market size for international parcels and packages at 4m items per month.
