Canada Post Proposed Changes Impact eBay Media Sellers

eBay Canada posted an announcement to let sellers know about proposed new specifications and pricing for Oversize Lettermail from Canada Post. The changes could spell significantly higher costs for media sellers and others who ship within Canada.

The Canadian postal service is proposing significant price increase for “Irregular” Oversize Lettermail, a new designation for items that are thick and rigid, or thick and have box-like edges. The effective date of the proposed changes is January 12, 2009. Items that would be defined as Irregular Oversize Lettermail include media discs sent in standard CD, DVD or Blu-ray cases; hard cover books; or trading cards in protective plastic casings.

The proposal would split existing Oversize Lettermail into two categories. “Regular” Oversize Lettermail items would include items that are between 0.18 mm and 10 mm thick, regardless of flexibility; and items that are between 10 mm and 20 mm thick that meet the new flexibility requirement and do not have box-like edges. “Irregular” Oversize Lettermail items would include items that are between 10 mm and 20 mm thick that do not meet the new flexibility requirement and/or have box-like edges. All other existing specifications for oversize mail – including the maximum size and weight – will remain the same.

Kenyan to head African postal body

The Pan African Postal Union (PAPU) has named Kenya’s Rodah Masaviru the new secretary general.

Masaviru beat her only rival to clinch a four-year term at the helm of the continental body, Director of Information and Public Communications, Ezekiel Mutua, said.

The African postal body has 43 member countries and the other good news for Kenya is that it was also elected to the union’s administrative council for the next four years.

PAPU is a specialised agency of the African Union which aims to improve postal services in Africa.

Kenyan Information and Communications Minister, Samuel Poghisio, who led a strong Kenyan delegation, commended the team for a task well executed.

“This just shows how much we can achieve with a focused group like this one. It has been a tiring job but one that was worth every bit of it,” the minister said.

Before her election, Masaviru had served the union as the assistant secretary-general in Arusha, Tanzania.

A holder of a masters degree in population studies from the University of Nairobi, Masaviru had worked for the now-defunct Kenya Posts and Telecommunications Corporation before joining the union.

The defunct state corporation was split into two a few years ago — Telkom Kenya, which handles telecommunications and the Postal Corporation of Kenya (PCK).

The Post Office launched a new one year Growth Bond paying a leading rate of 7.05 pct.

Post Office also offers three and five year fixed term bonds paying a rate of 6 pct interest.

ENPO develops postal investments (Egypt)

As a means to expand the postal infrastructure in Egypt, the Egyptian National Post Organization (ENPO) announced the establishment of the first integrated pan-Arab post network under the auspices of the Arab Telecommunications and Information Council of Ministers.

The postal network is expected to act as an umbrella under which Arab postal organizations cooperate to develop the sector and contribute to on-going socioeconomic development among the member states in the network.

Another purpose is to establish an Arab common market capable of competing in global markets and setting socio-economic development strategies in the member countries, he added.

The network project makes use of the geographical location in offering logistical solutions and putting into action the agreements signed among member Arab countries.

The project will also help put future strategies to refresh mail and financial services, while making use of e-commerce applications and state-of-the-art technologies.

The mechanisms of carrying out the project depend on a number of tracks that include organizing a periodic international forum to demonstrate the Arab experiences in the postal sector. This step also encompasses holding bilateral and multilateral meetings besides organizing any required actual and virtual workshops where experiences and views can be exchanged.

A database for the Arab post sector will also be designed to help empower the decision-making process and formulate the strategic guidelines of the network and its member countries.

Online forums will also be developed to facilitate information exchange among the member countries and pave the way for the private sector and civil organizations to take part in the activities of the post sector.
