USPS Unveils Shape-Based Pricing Plans

The U.S. Postal Service has proposed rules to encourage mail preparation compatible with the agency’s improved processing capabilities, including the depositing of flats and parcels closer to where they are delivered.

The proposal, published Sept. 27 in the Federal Register, would accompany the price changes expected to take effect next spring under the current rate case.

“The proposed mailing standards … offer our customers more choices in terms of shape, sorting, packaging and using containers to encourage the production of efficient, effective mail,” USPS spokesman David Partenheimer said.

The USPS filed May 3 with the Postal Rate Commission for an average 8.5 percent rate increase. The PRC is expected to make a recommendation to the postal service’s Board of Governors on the case in March. Postmaster General John E. Potter told USPS business customers Sept. 20 that the agency must prepare for a possible May 6 rate change date.

The proposed prices recognize that each shape of mail piece — letter, flat and parcel — has substantially different processing costs that need to be covered, the USPS said in the Sept. 27 filing.

ABX Air gets ready to help Santa

At Shoreview Facility ABX Air, Inc. is gearing up for a busy holiday season and has launched a recruiting campaign to hire up to 3,000 seasonal and part-time package sorters at facilities across the U.S., including as many as 50 positions at its Shoreview, Minn. facility.

ABX Air manages and operates 19 package-sorting hubs across the country for DHL as well as three mail sorting hubs for the US Postal Service. The main hub in Wilmington, Ohio, processes nearly one million shipments each week night. System-wide, the company manages the movement of over six million pounds of freight in a 24-hour period.

Those numbers are considerably higher during the last quarter of each year with the traditional increase in holiday shipments.

“The seasonal hiring push becomes a great way for individuals to secure extra income during the holiday season,” said Valerie Scarfpin, Manager of Recruiting for ABX Air. “We already have applications coming in on our web site, but we expect a very busy holiday season and we have increased our hiring targets to accommodate the heavy package loads we expect over the next several months.”

FedEx Ground VP dies

Bram Johnson, a key member of FedEx Ground’s executive team, died at the age of 59 on Friday of natural causes while hiking with friends in Spain.

Johnson was one of two executive vice presidents at FedEx Ground, based in Moon Township, and a direct report to president and CEO Daniel Sullivan. As the company’s first vice president of marketing, he helped to found Roadway Package System, the predecessor to FedEx Ground.

US postal service can learn from overseas

As the postal sector changes around the world, America is lagging behind. That is a shame, because Americans have much to gain from a deregulated, competitive postal industry – including lower prices and better service.

In the European Union, reform of the postal sector is part of the Lisbon agenda, an effort to boost economic growth and competitiveness. Last week, the European Commission gave an important indication of how seriously it takes its target of full deregulation by 2009, although its recommendations met strong opposition from several EU members. A few countries in Europe moved early on postal reform, notably Sweden and Finland, opening mail delivery to competition more than a decade ago. Now other nations are working to meet the 2009 deadline.

Goodbye, stamp vending machines: Post office phasing out aging equipment.

Postage stamps can be purchased by mail, at the supermarket, even from many bank cash machines. But there’s one place you won’t be able to get them in a few years – vending machines at the post office.

The U.S. Postal Service plans to eliminate its 23,000 vending machines by 2010, the agency said in a recent internal memo.

The vending machines aren’t the only changes that are under way. The postal service is also removing many of those freestanding blue mailboxes where people can drop letters.

Postal spokeswoman Yvonne Yoerger yesterday confirmed the vending machine decision, first reported by Linn’s Stamp News.
