Rainer Hengst joins Mail Services, Inc.

Rainer Hengst, a recognized expert with over 30 years experience on international postal affairs, has joined Mail Services, Inc. as Vice President of Marketing & Public Affairs.

Hengst created the first Deutsche Post international mail branch office in the United
States in 1998 and, in the mid-90s, served as Senior Vice President Marketing and
General Manager, Americas of TNT Mailfast, the international mail division of TNT Post Group.

In a 25-year career with the United States Postal Service (USPS), he held a number of senior management positions including: Director of Facilities Program Management, Product Manager of international marketing and Director of International Business Management. Mr. Hengst also represented the USPS as delegate to the 1994 Universal Postal Union Congress in Seoul, Korea.

Mr. Hengst’s special focus over the past decade has been the growing global direct
marketing sector, where he has extensive personal experience on both sides of the
Atlantic.

An American citizen born in Berlin, Germany, Mr. Hengst holds a Masters Degree in Public Administration from The American University in Washington, DC.

Leader seeks better postal pay, benefits, budgets

Barely one month on the job, the new president of the National League of Postmasters is gearing up for consultations with U.S. Postal Service headquarters about pay, benefits and budgeting.
This year for the first time, the league will enter those consultations jointly with the National Association of Postal Supervisors and the National Association of Postmasters of the United States, said the new league president, Charles Mapa. The consultations — not the same as union “negotiations,” since postmasters are part of management — are mandated to begin within 30 days of completion of talks with the largest union, which are set to end no later than November.

“I think it is better that all three enter this together because we all have the same concerns and the same pay considerations,” Mapa said.

At the top of the list for the league will be pay. But another big issue will likely be health care benefits, whose costs postal headquarters has said it hopes to contain this year. The league is hoping to protect what it has.

UPS leading experienced team in bid for DTCI contract

UPS has assembled a team of 18 transportation, logistics and IT companies with extensive expertise to bid on the Defense Transportation Coordination Initiative (DTCI), a major program by the Department of Defense (DoD) to improve visibility, predictability, reliability and efficiency by streamlining the movement of material within the United States.

Team UPS was created to ensure that the DoD and U.S.Transportation Command (USTRANSCOM) obtain not only superior technology and extensive DoD experience, but also global expertise in transportation, logistics and supply chain management.

The team is led by UPS Supply Chain Solutions, a global third-party logistics provider with solid transportation network management expertise. Team UPS currently provides a significant amount of transportation services for the DoD. UPS chose Science Applications International Corporation (SAIC), known for its defense logistics, security and technology integration systems, as the primary subcontractor.

Potter says USPS must be ready for May 6 rate increase

Postmaster General John E. Potter told U.S Postal Service business customers Sept. 20 that the agency must prepare for a possible May 6 postal rate change implementation date.

Mr. Potter made the announcement via satellite from the Arlington Convention Center in Arlington, Texas, to an audience of more than 15,000 mailing partners and customers nationwide. The speech was part of the USPS’ s annual National PCC Day, which honors Postal Customer Councils. DM News viewed the telecast at an event held by the Greater New York PCC at the James A. Farley Post Office. The event was sponsored by Edison, NJ-based Reliable Mail Service Inc.

“Right now the plan is that we raise rates in May,” Mr. Potter said. “There are a lot of people talking about asking us if we can extend that. We don’t know what the economics are going to be like for the postal service come May…But we have to be ready on May 6 if that is what the Board of Governors decide.”

American is back on postal route: Airline proves itself, signs 5-year contract to ship U.S. mail

In early 2005, the U.S. Postal Service rated American Airlines Inc.’s ability to deliver the mail on time so low that it stopped shipping mail on the carrier.
But a determined effort to improve service restored American to the postal service’s good graces — so much so that it signed a new contract with the Fort Worth-based airline on Wednesday that could mean USD500 million in cargo revenue over the next five years for American.
At a joint signing ceremony with airline president and chief executive Gerard Arpey, Postmaster General Jack Potter said American will carry more mail than any other U.S. passenger carrier, second behind only FedEx Corp. among all U.S. carriers.
David Brooks, president of American’s cargo division, said American most recently was getting USD80 million to USD100 million annually from its mail revenue.
