Benefits of Universal Service Provision to Consignia

The UK Consumer Council for Postal Services, commonly known as
Postwatch, have commissioned London Economics to conduct a study that
will quantify the benefits of the Universal Service Obligation (USO) legally
imposed on Consignia 1 , the UK Universal Service Provider (USP) for postal
services.
In this study, London Economics, as commissioned by Postwatch, has
concentrated on the potential benefits that Consignia derives from being a
USP. Postwatch’s motivation to commission this work was based on the belief
that the study conducted by Postcomm, “An assessment of the costs and
benefits of Consignia’s current Universal Services Provision”, may not have
adequately quantified the benefits to Consignia as a Universal Service
Provider (USP

Private post to go ahead despite Consignia objection

Martin Stanley, chief execut-ive of Postcomm, made it clear he intended to press ahead with moves to open up the market for business postal collection to private sector players from April despite furious objections from Consignia. Although the loss-making Consignia claims the plans by the regulator to open up the market will worsen its precarious financial position, Stanley doubts it will complete essential changes without the spur of competition.

Time is running out for Allan Leighton, chairman of Consignia, to convince regulators their plans to open the postal service to competition could ruin the renamed Post Office. He insists moves to allow private operators a limited role in bulk mailing for corporations will force Consignia to compete on unfair terms. Sources close to the regulator Postcom reckon, with Consignia’s losses mounting despite its virtual monopoly, Leighton’s pleas will fall on deaf ears.

Homeworkers attack `second-rate' post service

Leaders of a million businessmen and women who work from home tonight attacked plans to deliver post later in the day and end second deliveries. The Royal Mail said the changes, to be tested in 14 areas of the UK, will mean a single delivery arriving by lunchtime. Royal Mail said some people will receive later deliveries, although others could see no change, or even have post delivered earlier than at present.
