Irish postal distruption still expected despite compromise to end strike

Postal customers were facing disruption from industrial action today, despite the emergence of a compromise deal between An Post and unions. The nationwide industrial action by 8,500 postal workers began at midnight but is expected to be postponed later today for a week after a meeting of the Communications Workers Union’s national executive. An Post has said that customers may face some disruption due to the temporary industrial action. Both sides are due for further talks at the National Implementation Body (NIB), while independent financial experts assess the cost of work practice changes involved in the dispute.

Dempsey urged to issue short-term postal licences in Republic of Ireland

Irish Minister for Communications Noel Dempsey is being urged to prepare short-term licences for private companies to collect and deliver mail so businesses can continue to operate during a postal strike. Dempsey has already said he has the option to fast-track a full market opening of postal services ahead of an EU directive, which comes into force in 2009, liberalising the sector. However, the Small Firms’ Association is urging the minister to issue temporary licences to private operators who currently run a drop-off service for some companies.
The Communications Workers Union (CWU) said last Friday that it would launch a nationwide ban on overtime and an all-out strike at the GPO in Dublin and other selected locations from tomorrow.

New move brings Irish postal competition one step nearer

The Chief executive of An Post, Donal Curtin, has written to the communications regulator formally requesting that the company be excused from its legal obligation to provide a postal service.

It is the first time a derogation has been sought under a regulatory regime established in 2002 and, according to sources, formally clears the way for regulator Comreg to ask Communications Minister Noel Dempsey to introduce early competition into the market.

The Communications Workers’ Union, which represents postal workers, announced last night that it would begin industrial action at midnight tomorrow. Ahead of that announcement, Mr Dempsey said that he would consider opening the postal market to competition earlier than expected in the event that industrial action went ahead.

Irish An Post braces itself for strike

Management and unions at An Post are bracing themselves for the start of industrial action tomorrow despite the intervention of the Government’s partnership watchdog in the dispute.

The National Implementation Body (NIB) invited both parties to separate talks at Government Buildings yesterday.

The body wants to broker a way out of the impasse with a two-week notice for strike action lapsing tomorrow afternoon.

The threatened strike by 8,500 Communications Workers’ Union (CWU) members is over the company’s refusal to pay the full increases due under the partnership agreement, Sustaining Progress.

The Labour Court recommended in July that the increases be paid provided postal staff agreed to a range of work practice changes in the company’s collection and delivery service.

Minister to seek new talks to avert strike at Irish An Post

Minister for Communications Noel Dempsey will today resume attempts to broker talks in the An Post dispute, as Friday’s strike deadline looms with attitudes on both sides hardening. The Minister has cancelled a five-day trip to Washington so that he can continue trying to persuade union leaders and management to meet under his chairmanship or that of an agreed third party.
But union leaders declined an invitation to talks on Friday last and there was no sign over the weekend of a compromise emerging. The Communication Workers Union’s (CWU) two-week strike notice expires at midnight on Thursday, when some form of industrial action – probably a series of limited regional work stoppages to begin with – now seems likely. The union said action on Friday was a “strong possibility”.
