Postcomm awards the first standard licences to Hays and TPG Post UK

Competition in postal services took a major step forward today when Postcomm
awarded the first long term licences to Hays Commercial Services Limited and
TPG Post UK Limited. The licences mark the start of wider competition in the
provision of postal services throughout the UK.
The new standard licences, which have a minimum life of seven years, will
come into operation when the first stage of postal competition opens on 1
January 2003.

Postcomm adds tracked business mail to standard licence

Postcomm today added tracked business-to-business mail services to the
competitive postal market. Postal operators wishing to provide such services will be able to apply for a licence from Postcomm.
The standard postal licence which will enable competing companies to offer
business mail services in competition with Royal Mail, will come into operation
on 1 January 2003. The licences will cover bulk mail, consolidation services,
and enhanced document exchange services.

Postcomm acts to enforce business mail improvements

Postcomm today imposed an enforcement order on Royal Mail which requires it
to improve the way in which it processes two mail services for businesses –1st
Class Response Service and 1st Class Postage Paid Impression (PPI) – or face the
possibility of monetary penalties.
Today’s order follows an enforcement notice issued by Postcomm in October.
This was served after information from Royal Mail indicated that its 1st
Class Response Service and 1st Class PPI were likely to miss their performance targets in March 2003 — the end of the current financial year.

Novak to head mail reform unit

Royal Mail media markets managing director Adam Novak is to head a new unit set up to address how the organisation’s competitors can access the network. Royal Mail has created the unit and Novak’s new post of director and general manager wholesale in response to the liberalisation of the postal market. Royal Mail is to lose its monopoly status and must open its network to other suppliers. In his new role, Novak reports to Royal Mail managing director Jerry Cope.

Two top posts at Royal Mail

Royal Mail Chairman Allan Leighton today announced two key appointments to the Royal Mail Board. Elmar Toime, currently Chief Executive of New Zealand Post, will join as Executive Deputy Chairman of Royal Mail Holdings plc and will have Group-wide responsibilities across Royal Mail and Post Office Ltd. Adam Crozier, until recently Chief Executive of the Football Association, becomes Chief Executive of the Royal Mail Group to lead the transformation of the organisation.
