British Regulator Issues Three More Licences

The UK’s postal regulator said on Wednesday it had issued three further one-year interim postal service licences as part of plans to open state-owned Consignia’s market to competition. In a statement, Postcomm said it had awarded the licences to Securicor Omega Express [Surrey, UK], Datarun [London] and London Underground Ltd [London], following a 30-day consultation period.

Securicor set to gain from tax changes

Proposed changes to the capital gains tax regime are likely to open the way for Securicor to withdraw from a distribution joint venture with Deutsche Post, without incurring a tax charge of up to Pounds 100m.
The security services group has an agreement with Deutsche Post whereby it can force the German group to acquire its 50 per cent stake in 2004.
This would be for fair value plus a premium for control, and would not incur a capital gains tax charge.

Pushing the envelope

ANY MARKETER WORTH HIS or her salt knows that direct marketing (DM) is one of the most cost effective ways to spend their budget. With the deregulation of the postal market, the case for DM, and in particular direct mail, is set to get even more persuasive.
The move, announced by the Postal Services Commission (Postcomm) in January this year, aims to reduce Consignia’s monopoly in the UK postal market. Final details of the changes are due to be made public this month, although Consignia is currently lobbying hard for the proposed changes to be postponed.
