Brazilian court suspends Correios night mail tender

A Brazilian commercial court has suspended a tender process by the country’s public postal operator, ECT (Empresa de Correios e Telegrafos), for night air mail services saying the bidding process was fraught with “consistent indications of irregularities“.

ECT launched a tender process for its overnight mail deliveries since its current contracts with Skymaster and Total airlines are about to run out. The court claims the BRL 132.7 million (EUR 49.7 million) contract is 60% over-valued and has suspended the tender while it seeks explanations from Correios executives.

There have been wide-ranging spate corruption allegations in Brazil over the over-valuing of public contracts and bribes paid to civil servants to secure them. ECT is one of the organisations under the spotlight, though it denies any wrongdoing by its employees.

Postal officials have been explaining to judge Raymond Path the complexities of its mail contracts, which are measured against aircraft use and the varying loads and load capacities on flights. ECT is now awaiting the verdict of the court on whether the tender procedure can be continued, albeit modified, or a new one should be launched.

The Brazilian press reported last year that ECT, tired of years of allegations over its outsourcing contracts, is considering launching its own air mail service through leased aircraft which might also, it believes, cut costs.

Public demands better postal service

Better service from staff and more postal outlets are some of the requests customers made at the fifth and final of public consultations on the draft Postal Sector Policy (PSP) held Friday at the Crowne Plaza hotel in Port-of-Spain.

One man, Joe Berment Mc Dowell, spoke about the challenges to obtain postal services in the rural community where he grew up.

While he commended the current postal services for improving some of its services he expressed his concern about receiving damaged packages and reported that some items were even missing.

He also had concerns about the verification of items and adequate measures for security, suggesting that personnel hired by the service ought to be of good character and integrity.

On the question of having to leave the country-side to come into town to pay bills and conduct other banking transactions, he suggested that the post office bank of the past should be brought back. Customers also reported that the Government’s overseas express post was not as good as those of the private operators. One of the two postal consultants hired by the Government to come up with the policy, Herbert Niles, of Barbados, promised to take all suggestions into consideration when dealing with the final draft.

Niles has been in the postal business since 1979 and recently retired from his position with the Universal Postal Union, the United Nations agency responsible for coordinating and regulating postal services, as regional adviser for the Caribbean.

The other postal consultant, Raymond Philpott, of New Zealand, gave a detailed overview of the draft. He said the objective of a PSP is to establish a framework and the strategies that would support the continuing development of the sector, while meeting Government’s universal service obligation.

Minister of Public Utilities and the Environment Pennelope Beckles stated that the Government’s vision is to attain world class quality of service standards in letter mail, parcels, local courier and international express services.

The goal is to sustain and further enhance postal services which satisfy developing business and individual customer’s needs, at affordable prices, and to create a postal service that is able to succeed in increasingly demanding national and international markets.

Kraft selects exel to provide warehousing services in Brazil

Exel, an important part of DHL Logistics in the Americas, has been selected by international food and beverage company Kraft Foods to provide warehousing services for the company’s ambient and temperature-controlled products in Brazil.

Exel will provide yard management, inventory control, invoicing, shipping, lot control, receiving, storage and scheduling services at Kraft distribution centers in the Brazilian cities of Louveira, Sao Paulo, and Araucaria, Parana.

The new locations opened in late 2006 and employ more than 280 from the Louveira and Araucaria areas.

Correos de Chile to invest in new post depot

The general director of the Courier, Expreso y Paqueteria (CEP) division at Correos de Chile, Juan Carlos Veloso states that the projects his firm has in its portfolio include the building of a new plant-depot for around USD10mil this year. The new installations will allow the postal group to double its current handling capacity to 11 million mailings per annum as of 2009 (the site has yet to be decided upon let alone bought). Pudahuel, Quilicura and Huechuraba are possible locations whilst the existing depot in Estacion Central will be evacuated. At present, the CEP division represents 20% of total Correos sales by chalking up year-2006 sales of Pesos11.8bil.

Of all CEP mailings, 36% are retail sector-related.

DHL invests in express centers

DHL is investing USD3mil to reinforce its operations in Brazil, specially in expanding the express centers collecting / delivering units. DHL Express Americas subsidiary has scheduled USD70mil – USD80mil investments in the region, of which USD5mil to enlarge the international terminal at Panama. Joakim Thrane, president DHL Express Brazil, says 15 express centers are to be set at costs of USD1.5mil. The Brazilian filial operates via hiring aircraft from third parties.
