Sri Lanka to upgrade postal services

Sri Lanka’s Postal Department said it will prepare a budget to obtain fi – nancial assistance from the Treasury to modernise postal services and upgrade its facilities, Post Master General Shervyn Senadheera told the Sunday Observer.

He said postal services across the globe have moved into fi nancial transactions, banking services, logistics and other value added services meeting customer expectations as a one-stop shop. “Postal services are no more limited to delivering letters and selling stamps. Services that fulfi l wider customer needs in a professional manner are necessary today” he said.

Lack of communication technology and IT facilities in the postal department are the major obstacles to provide a better service to the people. He said building network facilities, improving the technology and providing agency services over the counter are some of the key services that will bring additional revenue to the department. The Department which was set up in 1798 has 20,000 employees, 637 post offi ces and 3,500 sub post offi ces. Over 7,000 postmen carry out a major task.

Corrective measures to rectify postal service shortcomings

Shortcomings at the top management level in the postal service has led to several irregularities. Corrective measures will be taken immediately after submission of the Committee Report, Posts and Telecommunications Minister Rauff Hakeem said yesterday.

Hakeem revealed this to representatives of trade unions attached to the Postal Department during discussions to enlighten them on matters of the interim committee report which probed into the alleged corruption and irregularities at the Postal Department.

The committee which probed into the allegations repeatedly put forward by the trade unions carried out its investigations based on 22 counts and submitted its findings on 10 special matters of grave nature.

Hakeem said both short term and long term steps were needed to be taken to rectify these shortcomings. He instructed the Ministry secretary to attend to these matters.

The Minister also dealt with matters on business posts and said a long term plan was needed to be introduced into this field and said it required Treasury approval. He said he would contemplate on introducing modern technology to make this service efficient with Treasury provisions. Ministry Secretary W.M. Piyasena, Ministry officials and trade union representatives were associated with the Minister at this meeting.

Postal services to be modernized with Treasury help

The Postal Department will prepare a budget to obtain financial assistance from the Treasury to modernize postal services and upgrade its facilities Post Master General Shervyn Senadheera told the Sunday Observer.

He said postal services across the globe have moved into financial transactions, banking services, logistics and other value added services meeting customer expectations as a one-stop shop.

Senadheera said it is important to train employees in human resource development, IT, marketing skills, business development and customer services which will help them widen their knowledge and develop skills.

The post office is the hub in the village for transactions and other vital services. A change of attitude and efficiency in delivering services is what is needed. Most employees act as government officers and not as marketing officers. If the postal department is profit making then there will be revenue to provide customers more services.

Providing financial services, banking agency services, insurance and third party bill payments are strategic measures to increase profits”, the Post Master General said.

The Postal Department has taken measures to address the salary anomalies, promotions and malparctices following the postal trade union demands.

Sri Lanka Postal Department loses heavily, says the Post Master General

Sri Lanka Postmaster General Shervin Senadheera said that the income of the Postal Department in 2006 was Rs. 2.9 billion (USD 0.025 billion) while the expenses were Rs. 5.6 billion (USD 0.05 billion). Therefore the department always depends on the grants provided by the Treasury, said the Post Master General.

The Post Master General said that the department authorities are planning the ways to increase the income through new ventures.

The workers of the Postal Department launched a sick note campaign yesterday as a token measure to urge the government to see to the workers’ problems and the malpractices in the department.

A discussion is to be held on Thursday between the trade unions and the Minister of Posts and Telecommunication Rauf Hakeem.

Sri Lankan postal workers protest against privatization, alleged corruption

Sri Lankan postal workers staged a one-day strike Monday, paralyzing the island’s postal service, as a part of their campaign against privatization and alleged corruption in the postal department.

Postal workers around the country have joined this strike demanding action against corruption and waste and also to halt any effort to privatize the service, said postal union spokesman Nawaratne Bandara.

The government has repeatedly said it has no plans to privatize any state institution.

But Bandara complained that the government had licensed private companies to deliver mail as well, in what amounted to a de facto privatization campaign.
