Draft regulation could mean higher TNT rates – OPTA

A draft Dutch post regulation could mean higher stamp prices from mail and parcel firm TNT after liberalisation of the market, post and telecoms regulator OPTA said on Tuesday.
OPTA pointed out a potential loophole in draft regulation supplementing the country’s new postal law that is due to end TNT’s remaining monopoly in the Netherlands from January 2008, which could lead to higher prices.
Investors have closely followed the liberalisation process as it affects the Dutch mail business, one of TNT’s most profitable units. Higher stamp prices could mean better margins for the unit.
The Dutch parliament had approved the postal law in June but left a number of details for the economy ministry to flesh out. The ministry’s draft regulation was submitted to parliament on Tuesday, and OPTA released its comments at the same time.
OPTA — which will be in charge of overseeing the so-called universal service that includes consumer mail and parcels — said a subtle difference to the existing postal regulation could allow TNT to move profitable activities outside of the scope of regulators and hence boost stamp prices.
Instead of TNT as a group, its Dutch unit TNT Post BV will be assigned as provider of the universal service, OPTA said.
“TNT has the possibility to take profitable postal activities out of TNT Post and move them to another unit. This would decrease the economies of scale that are realised by providing postal services in one unit,” OPTA said.
“As a rule it can be said that lower economies of scale lead to higher tariffs.”
TNT spokesman said the company viewed the regulation drafted by the economy ministry as a continuation of the current situation and that it considered the rules workable. He declined to comment specifically on OPTA’s comments.

TNT and Russian Post sign Memorandum of Understanding

TNT CEO Peter Bakker, together with Acting Director General Andrej Konoval of Russian Post, signed a Memorandum of Understanding. Mr. Bakker was accompanying the Dutch trade mission to Russia led by Dutch Prime Minister Balkenende.

TNT and Russian Post will look for areas in which they can work together in the future. They will also set up a programme to facilitate the exchange of knowledge.

TNT has been active in Russia in the area of International Express since the late eighties and presently serves 5,500 towns and cities. Russia is one of the fastest growing markets for TNT.

Homeserve switches to TNT Post

TNT Post confirms that Homeserve, the home emergency specialist, has switched from Royal Mail to TNT Post. The contract is to handle over 100 million mail items a year. Homeserve uses both TNT Post’s Premier and PremierSort services. Premier is used for the majority of items that Homeserve hands over to TNT Post including marketing mailings and policy and renewal documents. By the end of the year TNT Post expects to have handled more than 8 million items for the company in just 3 months.

Springer and TNT in German mail deal talks

Publisher Axel Springer is in talks with Dutch mail and parcel group TNT about merging German mail services companies TNT Post and PIN Group.

The idea is to create a company that can challenge German market leader Deutsche Post once its domestic monopoly on letter deliveries ends at the start of next year.

The companies are talking about which strategic options they could take, and merging the number two and three in Germany is the most likely option.

Germany is due to abolish Deutsche Post’s letters monopoly and open the lucrative market to competitors.

Springer, publisher of Europe’s best-selling daily Bild, bought a majority stake in PIN Group for USD 735.7 million in June, upping its share to 63.7 percent from 23.5 percent.

TNT, the number two in Germany’s letter market, already owns 25.1 percent of German mail delivery firm ecoflash Briefservice.

The Dutch firm is seeking to compensate for shrinking mail volumes at home by growing abroad, particularly in Britain and Germany. It expects to benefit from European Commission plans to liberalise the European mail market by 2011.

The idea is to tap into the letter market business because it offers direct customer contact which is especially interesting in light of the booming mail-order business.

Delivery of subscription newspapers and magazines would also make Springer more independent from other logistic operations.

Deutsche Post and Springer have been at loggerheads since the dominant German mail company cancelled advertising worth around USD 1.2 million in Springer’s magazines and newspapers.

Springer called the move a punishment for media companies entering the postal delivery market.

Deutsche Post, Europe’s largest mail carrier, pulled the ads in reaction to a campaign by Springer to oppose the launch of a minimum wage in the postal sector, which it says would put Deutsche Post’s future rivals at a disadvantage.

TNT and trade unions consider extending present Collective Labour Agreement to 1 April 2008

TNT and trade unions ABVAKABO FNV, BVPP, CNV Publieke Zaak and VPP are considering extending the term of the present TNT Collective Labour Agreement to 1 April 2008. Employees who fall under the present Collective Labour Agreement will receive a one-off gross payment of, in total, EUR 525, comprised of a one-off gross payment of EUR 400 in December this year and a one-off gross payment of EUR 125 in March 2008 for the employees in service at that time.

The background of this possible extension is to in addition to the proposals submitted previously by TNT and those submitted by the trade unions, create more time to jointly develop alternatives that could achieve the required, earlier announced, structural savings. The need for these structural savings was verified in June this year by the Boston Consulting Group in its study commissioned by the unions and the works council Productie. The objective is to – before the end of this year – reach an agreement in principle on the new Collective Labour Agreement that would come into effect from 1 April 2008.

The negotiating partners have agreed to set up a working group to develop proposals on how to chart and address the work pressure encountered by employees.
