US Postal Service proposes new approach to shape more efficient future

The US Postal Service has unveiled proposed new pricing incentives that would effectively reshape the future of mail and provide benefits to both business customers and the Postal Service. The current pricing structure for postal products relies primarily on a weight based system. The new plan – sent to the Postal Rate Commission (PRC) as part of a 2007 price adjustment proposal package – combines weight with shape to allow the Postal Service to better align prices with processing costs to ensure every type of mail covers its costs. Price changes would not occur before May, 2007.

US Postal Service seeks rate hike, plus stamp immune to increases

The Postal Service said today it wants to raise the price of a first-class stamp by 3 cents – to 42 cents – and proposed a “forever” stamp that people could use as hedge against future rate increases. The changes would take effect in the spring of 2007 if approved by the independent Postal Rate Commission. “A forever stamp would help ease the transition to any future price adjustments,” board Chairman James C. Miller III said. Postmaster General John E. Potter said the agency would not be making a rate change if it were not necessary. “The Postal Service is not immune to the cost pressures affecting every household and business in America,” he said.

APX fallout claims more

More third-party firms in the package market tied to the U.S. Postal Service are folding their tents, hit hard by trends that drove the giant parcel consolidator APX Logistics out of business. DDU Express and Parcel Corporation of America were the latest victims, pushed aside in recent weeks as the large express carriers ramped up their own versions of mail consolidation services. APX was the largest 3PL using USPS for delivery – claiming to put a million packages each day into the hands of postal carriers – before it abruptly collapsed at mid-March. APX had been in a line of business with lots of competition and low pricing. A market analyst said APX also used a number of smaller firms as subcontractors, and some that were already struggling with tough market conditions were reeling as they lost their APX business.

US agency approves USD300m bond issue for DHL

The Dayton-Montgomery County Port Authority on Friday approved the issuance of UD300 million in tax-exempt airport revenue bonds for the DHL air freight hub expansion in Wilmington, capping a nearly twoyear financing ordeal. The approval allows the port authority to reimburse DHL Worldwide Express for about USD200 million it has spent on construction at the former Airborne Express hub.
It follows the settlement of a lawsuit last month by the Clinton County Port Authority that had kept DHL’s financing in limbo since December 2004. DHL is relocating its air freight hub operation from Cincinnati/Northern Kentucky International Airport to Wilmington.

UPS in position to buy

UPS is in a position to make an “extremely large” acquisition if it finds a deal that makes strategic sense, said Scott Davis, chief financial officer.
The comments revived long-standing speculation that UPS could bid for TNT, the Dutch post group, which has large package delivery operations in Europe and Asia. UPS is considered a potential buyer of TNT’s logistics division, which the group plans to auction this year, but some analysts believe the parcel business could also be sold. Mr Davis gave no clues about possible targets but cited the company’s Dollars 1.9bn of free cash flow in the first quarter as evidence that UPS had the financial strength to make a big deal. The comments came as UPS announced a 10.5 per cent increase in first-quarter net profits to Dollars 975m, driven by surging international shipments.
