US Postal Service and rural carriers agree contract extension

The US Postal Service and the National Rural Letter Carriers Association (NRLCA) have extended their collective bargaining agreement by two years. Postmaster General Jack Potter and NRLCA President Dale Holton signed the agreement earlier this week. The existing collective bargaining agreement was originally set to expire on Nov. 20, 2004. It has now been extended to Nov. 20, 2006. The agreement provides for a 1.3% wage increase effective Nov. 27, 2004, and a 1.3% increase effective Nov. 26, 2005.

Overcapacity holds domestic parcel prices down

Domestic parcel rates may not be moving up very quickly, but shippers can expect to see surcharges in the coming year, says James Valentine, a senior analyst with equity research firm Morgan Stanley.

Based on a recent survey of parcel shippers, Valentine sees overcapacity holding rates down–shipper expectations are for a 1.2percent rate increase from UPS ground and a net decrease of 0.3percent from FedEx ground. However, there is currently no ground fuel surcharge, but this could easily change in 2005, Valentine states.

FedEx has been growing its ground business at 10percent per year, says Valentine, and now DHL has expanded its presence in both the ground and air parcel segments. UPS as well has grown its air business, a market which Valentine says is only increasing at 1percent to 2percent per year over the last six or seven years.

DHL to add 600 jobs in Broward County, Florida

Global delivery giant DHL plans to add 600 jobs over the next three years at its Americas headquarters in Plantation, executives said Thursday at a ceremony attended by Gov. Jeb Bush and Broward County leaders. The expansion comes as DHL takes on domestic market leaders UPS Inc. and FedEx Corp. in the United States, unveiling plans in June to invest USD1.2 billion in North American operations. DHL also began a six-month, USD150 million marketing campaign in June to build its brand name among Americans. John Fellows, DHL Americas’ chief executive officer, said the 600 jobs to be added in Plantation will boost staffing at the Americas headquarters to about 1,250. That will increase DHL’s total South Florida employment to more than 2,000, including independent contractors. About 40 percent of the 600 new jobs are to be filled by relocating Airborne or DHL staff, with the rest to be new hires.

UPS Announces Rates For 2005

UPS today announced package shipping rate adjustments and a change in the fuel surcharge that will take effect on Jan 3 2005. Rates for UPS Ground, UPS Next Day Air, UPS 2nd Day Air, UPS 3 Day Select and US international services will increase 2.9 percent. UPS Hundredweight Service, an alternative to that offered by less-than-truckload carriers, will increase by 5.9 percent, producing rates still half those of most major LTL carriers. There will be no changes to most UPS retail rates offered at nearly 3,600 locations of The UPS Store. Beginning in January, UPS will reduce the fuel surcharge currently applied to UPS Next Day Air, UPS 2nd Day Air and UPS 3 Day Select and international services by setting a maximum cap of 9.5 percent.

US Postal Service and Discover agreement approved

The US Postal Service has entered into a Negotiated Service Agreement (NSA) with Discover Financial Services Inc. that encourages more use of the mail and provides benefits for both organizations. “Adopting this NSA with Discover is another example of the Postal Service’s continuing effort to meet our customers’ needs by tailoring products and prices,” said Stephen M. Kearney, vice president of Pricing and Classification. “And we expect this agreement to be mutually beneficial.” Under the terms of the NSA, which was approved by the Governors of the Postal Service, Discover will earn lower rates for First-Class Mail volume in excess of 405 million pieces in the first year of the agreement. In exchange, Discover will accept information electronically from the Postal Service about undeliverable-as-addressed First-Class Mail in lieu of receiving the actual mail. This will result in significant cost savings for the Postal Service. The Postal Service-Discover NSA is functionally equivalent to the groundbreaking NSA with Capital One Financial Services implemented last year.
