Proposed U.S customs rules could force modernization

The Department of Homeland Security’s Bureau of Customs and Border Protection last week published a proposed regulation that would require carriers to electronically notify customs officials of cargo destined for the United States, hours before it crosses the border. “Advance cargo information is essential to not only preventing instruments of terrorism from being shipped into this country but also to speed the flow of legitimate cargo across our borders,” Homeland Security secretary Tom Ridge said in announcing the proposed rules.

Sinotrans and UPS joint venture

Sinotrans Ltd, a Chinese freight forwarder, will procure a 50 percent stake in a joint venture with United Parcel Service.

Sinotrans said it will pay US$652,200, through its 70 percent-owned unit Shanghai-listed Sinotrans Air Transportation Co Ltd (Sinoair), for the stake from its controlling shareholder, state-run, China National Foreign Trade Transportation Group, Corp.

Garmin International buys UPS subsidiary for US$38 million

Garmin International Inc., in its first major acquisition, said on Thursday that it had agreed to buy a subsidiary of United Parcel Service Inc. for $38 million in cash.

UPS Aviation Technologies Inc. designs and makes communication, navigation and surveillance products for the general aviation and air transport industries. The company, based in Salem, Ore., employs about 150 people, including 50 engineers.

Astar asks DOT to drop DHL case

Astar Air Cargo, formerly DHL Airways, asked the Department of Transportation on Tuesday to dismiss the latter’s investigation into the all-cargo airline’s ownership. Astar said the airline’s July 14 sale rendered the inquiry moot.

“With completely new owners, who are indisputably U.S. citizens eager to compete with FedEx and UPS, the citizenship of Astar must be treated in the normal manner, not shoe-horned into this docket where it does not fit and does not belong. The issue in this docket, the citizenship of Airways in light of the May 2001 reorganization, is now moot and must be dismissed,” the filing stated.
