DMA Statement on US Senate’s Draft of Postal Reform Legislation

The Direct Marketing Association (The DMA) voiced its support to Members of the U.S. Senate, and especially Governmental Affairs Committee Chairman Sen. Susan Collins (R-ME) and also Sen. Thomas Carper (D-DE), who today released a discussion draft of a postal reform bill. The DMA said that this measure is a positive indication that the push for postal reform legislation is continuing to build momentum in the 108th Congress. “We genuinely appreciate the leadership of Senators Collins and Carper who have been vigorously working to craft and pass through Congress postal reform legislation this year,” said H. Robert Wientzen, president & CEO, The DMA. “We look forward to continuing to work closely with both Senators and their staffs, the Committee on Governmental Affairs, and Members of the Senate, in order to achieve a sustainable business model for the U.S. Postal Service (USPS) that will enable it to deliver reliable, affordable, and universal postal services well into the 21st century.”

U.S. Postal Service Scores 95 Percent Sixth Quarter in a Row

The U.S. Postal Service scored 95 percent in overnight on-time delivery for the sixth consecutive quarter. The assessment, which is measured independently by IBM Consulting Services, was announced today during the agency’s Board of Governors meeting in Dallas. This Quarter II measurement – Jan. 1 through Mar. 31 – also cites scores of 91 percent for two-day and 88 percent for three-day delivery, according to U.S. Postal Service Vice President and Consumer Advocate Francia Smith. Residential Customer Satisfaction scores are steady at 93 percent. However, an improvement in the number of customers who rate the service as “excellent” is noted in IBM’s report.

DigiStamp-USPS fight over E-Postmark heats up

DigiStamp has asked the Postal Rates Commission (PRC) to hold hearings as to whether, as it claims, the US Postal Service’s Electronic Postmark service is anticompetitive and illegal and should therefore be discontinued.

DigiStamp CEO Rick Borgers is also planning to stir things up by reaching out other companies on the whole issue of the post competing against private industry.

USPS proposes rule on postage meters

The USPS has proposed a rule that would amend the regulations that define a postage meter and its components and a manufacturer and/or distributor of postage meters.

The proposed rule also puts forth the responsibilities of any authorized person or entity to notify the USPS upon a change in ownership or control, or bankruptcy or insolvency, and identifies factors the USPS will consider in acting upon requests for changes of approval or ownership or control of an approved manufacturer or distributor.

Standard Mail Volume Is Reviving, Says US Deputy PMG

The U.S. Postal Service is seeing the improving economy spark increased volume for Standard mail and some of its package business, deputy postmaster general John Nolan told attendees to the Mailers Technical Advisory Committee meeting here at postal headquarters. First-Class mail, however, is “not changing dramatically in the short term and remains a challenge,” he said.
