US mailers seek to share processing work

Several large magazine publishers are seeking approval to take over more mail-processing work from the U.S. Postal Service in exchange for cheaper mailing rates.

If successful, the change could mean periodical mailers will perform work now done at Postal Service facilities — sorting, applying bar codes, and other work — a process known as work sharing.

USPS Launches innovative management pay system

U.S. Postmaster General John E. Potter, working with Postal Service employee groups, has launched an innovative pay system for 70,000 management employees that uses goals and performance indicators to determine the size of their annual raises. Potter is betting the pay-for-performance system will spur most postmasters, managers and supervisors to continually improve mail operations because they will have a chance to earn bigger raises than in the past. “If our people are happy, our customers will be happy because service will be up, and costs will be down,” he said.

US Postal Service, airlines at odds over mail fees

United Airlines and other carriers were paid USD284 million to ship international mail last year, five times higher than actual costs, the Postal Service said in seeking to freeze the rates and negotiate lower fees.

Rates should be based on the market, without adding costs such as maintenance and salaries the government considers in setting fees, the service said in a Department of Transportation filing last month.

A fair rate would cut international mail costs to USD50 million, the filing said.

An Post moves to distance itself from US parcel costs complaints

An Post has moved to distance itself from charges being levied on people receiving air-mail parcels from the United States. The company has received hundreds of complaints about the charges and a spokeswoman said it “expected hundreds more” in the weeks after Christmas. She stressed An Post was no longer responsible for the delivery of air-mail parcels from the US and this service had been taken over by a private contractor. The contractor, General Logistics Systems, Ireland (GLS), is a Dublin-based subsidiary of the Royal Mail in Britain. The United States Postal Service (USPS) signed an agreement with Royal Mail over a year ago to deliver air-mail packages from the US to 23 countries in Europe.
