UK Postcomm modifies Speedmail International’s long term licence

Postcomm today modified the long term licence held by Speedmail International
Limited. The modification introduces a requirement for accounting separation into the licence. This is because Speedmail International Limited was purchased by Deutsche Post Global Mail (UK) Ltd in January 2004. Postcomm’s policy is that licensees which are owned by postal operators that are dominant in their domestic market should provide separate financial accounts for their licensed business. This will enable Postcomm to monitor possible unfair cross-subsidisation of competitive services from monopoly services to provide the relevant information to the appropriate authorities should the necessity arise.
