DHL given lead role in setting up GCC-wide Emirate

The Deutsche Post World Net subsidiary revealed that it had agreed to partner Dubai Customs in implementing the pilot programme that will lead to the full-blown GCC system. The Dubai project is expected to lead to full e-clearance in the Emirate within the next 18 months and the possibility that shipments could be cleared even before they enter port.

Phil Couchman, DHL’s Director for the Middle East, said: ‘We are in the process of helping to adapt the system to the needs of all of the GCC countries. Progress has been extremely promising.

DHL, the region’s leading express and logistics supplier, has announced that it will play an imperative role in the introduction of a GCC-wide system of digitalised e-clearance that will allow shipments to be cleared through customs within seconds.

‘We are delighted to be offered this opportunity to play an important role in bringing down barriers to trade and commerce in the region. This partnership is a recognition of DHL’s position as the leading express operator in the Middle East. More importantly, however, the introduction of this system, using the latest technology available, will be hugely beneficial for our customers and can only enhance our operations.’

The first phase of the introduction of e-clearance will completely digitalise Dubai’s Customs procedures and create a streamlined system. Derek Tully, DHL’s newly appointed UAE Customs and Gateway Manager who is coordinating the liaison with Dubai Customs, said implementing the new system could reduce shipment transit times by as much as 24 hours.

He added: ‘The knock-on effect will be to increase productivity for regional businesses and customers. It is also expected help limit shipment of illegal goods into the region.

‘By digitising the procedure, Customs can better assess suspicious shipments and those from high risk countries. This frees up general, day-to-day transaction, allowing for a quicker and more efficient clearance process for our customers.’

DHL plans to open a 6,000 square metre, state-of-the-art express logistics centre in Jebel Ali Free Zone (JAFZA), Dubai. The new express logistics centre will include a dedicated logistics racking division and will act as a major trucking hub, bolstering the company’s Gulf-wide distribution network.
