The programme of the development of Russian postal service will be outlined in 2001, Russian Communication and Informatization Minister Leonid Reyman told a
news conference in St Petersburg.

There will be no general merger of postal enterprises, though
“in some cases their optimization will take place”. For example,
in some regions merger between regional and city post offices in
considered. The minister believes this should be done in regions
with big territory and low population density.

Reyman said that postal reforms had had been successful in some
countries, like Germany, the Netherlands and Canada. Foreign
consultants’ advice will be taken into account, he said.
However, it would be premature to speak about concrete time of
the postal reform in Russia, he said. It will be determined
after the concept, worked out and approved on the expert level,
