Ukrposhta tender for automated sorting centres and depots
Ukrposhta is searching for suppliers to install sorting equipment and IT systems in automated sorting centres in Kyiv, Kharkiv, Odesa, Lviv, Dnipro, and 9 depots, including a depot in Ivano-Frankivsk.
Through the EBRD loan program funding, the tender was published on the EBRD’s E-Procurement Portal (ECEPP).
The supplier is expected to provide a comprehensive solution for processing domestic and international postal items (considering the volume and dimensions of items), which includes the equipment with automated systems for sorting, exchange, automatic weighing and volumetric measurement, horizontal and vertical transportation of items, etc.
In particular, the company is interested in such systems as OCR (optical character recognition) reading systems, warehouse management systems (WMS), sorting systems for parcels, wrappers, items for the blind, M bags, bags with newspapers and periodicals, EMS, ordinary and registered letter post (postcards, letters, multi-envelopes, first class letters, Flat format), and corporate documents.
The company also needs additional equipment: a conveyor for newspapers and periodicals with automatic feeding, a conveyor for international postal items combined with automatic X-ray screening, items and equipment for workplaces, other items and components necessary for their operation.
The key requirements for the bidders include:
– The supplier must supply key elements of sorting systems, as well as ancillary and additional equipment (motors, chains, control elements, sensors, etc.).
– The sorting equipment must be energy efficient.
– The equipment offered by the supplier must ensure processing of daily mail volumes in a timely manner.
– The supplier shall guarantee ongoing technical support and 24/7 service support.
The tender determines that the deadline for delivery of equipment is the end of 2022, and the final launch is to be performed in the first quarter of 2023.
The successful bidder, whose offer will be the most cost-effective, must enter into an agreement with Ukrposhta.

Bids will be accepted until 31 March 2022.
Ukrposhta has already signed agreements for the construction of logistics and sorting centres in Kyiv, Lviv, Dnipro, Kharkiv, and a depot in Ivano-Frankivsk.
As part of its modernization strategy, Ukrposhta has raised about EUR 100 million for the equipment of automated sorting hubs, regional depots and the procurement of vehicles for mobile offices. In particular, the estimated cost of the project of the first stage of the logistics network modernization (equipment and information support) is EUR 60 million. The agreements were entered into in autumn 2020 with the participation of Ukrposhta, the Ministry of Infrastructure of Ukraine and international financial institutions – the EBRD and the EIB. The logistics network modernization project envisages the construction of 7 automated sorting centres and the restructuring of the logistics network to include 61 regional depots. The new sorting facilities are going to be automated with state-of-the-art fast equipment and a modern information infrastructure is planned to be created, which will help to optimize the time for processing postal items, to ensure the ability to receive orders from corporate customers 24/7 and to process them within four hours. All the new buildings will be built using modern energy-saving technologies and environment protection methods, and will be certified according to the BREEAM international standards.
