Estimates of the cost of the universal service obligation

As part of its preparation for bringing forward proposals to liberalise the postal market in the EU and reduce the extent of the reserved area, the European Commission announced in the Spring of 1997 that it would be commissioning a study on the cost of the universal service obligation in each of the fifteen member countries.
