The EMA Foundation for Paper-Based Communications has launched Institute for Postal Studies

The EMA Foundation for Paper-Based Communications has launched an Institute for Postal Studies to conduct a comprehensive research and education campaign on postal reform. “The EMA Foundation has a history of providing balanced thought-provoking educational information to the mailing community and legislators on postal issues. I am confident that the Institute will present insightful information that can be used to shape the postal service of the future,” said Bob Muma, chairman of the EMA Foundation.
Using a series of white papers and symposiums, the Institute will study major challenges facing the U.S. Postal Service ranging from questions of essential public policy, to business and financial practices, including best practices and models from other regulated industries. The Institute will create an unbiased platform for robust debate to include the diverse and conflicting viewpoints of the many mail stakeholders — mailing industry experts, USPS officials, other government agencies, GAO, academia, employees, labor unions and experts in the fields of law, economics, and finances.

Consistent with the key objectives of the Postal Service Transformation Plan, the Institute’s guiding principles will be to pursue strategies to enhance paper-based communications, to review USPS pricing and product strategies in light of customer requirements, to ensure mail remains a competitive communication channel, and to maintain universal service in the United States. Broad-based topics, appropriate for consideration by a Presidential Commission on Postal Reform, will be chosen.

The first research project, already completed, is “A Study of Presidential Advisory and Congressional Commissions: Guidance to the Formation of a Postal Reform Commission.” Additional Institute research projects on key postal reform areas are planned to be submitted to a possible Presidential Commission or simply advance the general dialogue on postal reform. Examples of other studies are the impact of USPS retiree health care costs, economic and price elasticity assumptions affecting USPS revenues, volumes, and mail mix, and contemporary models for collective bargaining and arbitration in other regulated industries.

Elcano, former general counsel for the USPS and now a partner with Sidley Austin Brown & Wood LLP, will serve as counsel to the Institute.
