China EMS Flies Abroad to Vie for Share

China Postal Airlines, a carrier under the country’s State Post Bureau, flied to Seoul, South Korean, from Beijing Capital Airport, the first international flight for the airline, which will bolster the competitiveness of China’s state-owned express services provider in the overseas express markets.

Insiders said that China Postal Airlines aims at facilitating Express Mail Service (EMS)’s development and competence in competing with the ambitious global giants.

EMS is the express service arm of China Post, the postal services provider under the wing of SPB.

UPS, FedEx, DHL and TNT now possess an absolute monopoly over the express market in global market, meaning China Postal Airlines must scale up investment in fleet, routes and transport capacity so as to rival them.

As a matter of fact, EMS has taken countermeasures to cope with the overheated competition at home and abroad.

Last year, it started to offer overnight and trans-regional operations, which are just fulfilled by the night flights launched by China Postal Airlines.

SPB has planned to construct a center for express and logistics distribution in Lukou Airport in the southern city of Nanjing and marked out 33 routes to the center from cities like Beijing, Guangzhou, Xiamen, Wuhan, Xi’an and Chengdu.

Small firms balk at post increases

Smaller businesses are concerned that changes to the Royal Mail’s postage rates this month will increase costs and mean more administration.
A survey by the Forum for Private Business, which represents about 25,000 small and medium-sized UK firms, has revealed that more than a quarter of the companies questioned believe their postage costs will rise by 15 per cent or more.
More than 60 per cent of companies think that not only will their costs increase but that they will have to spend longer on administration after the new size-related system is implemented on August 21.

The “pricing in proportion” scheme is the first significant move in Royal Mail’s strategy to become a competitive business after the industry was opened to competition at the beginning of this year.

The change to the post office’s pricing is costing Royal Mail more than pounds 20m, including pounds 10m spent on a marketing campaign.

TNT Aims To Strengthen Parcel Operations, Mulls Acquisitions

Dutch postal and express company TNT NV aims to strengthen its European Express activities, and could make an acquisition such as Belgian parcel service ABX, spokesman Pieter Schaffels said Friday.
TNT’s European Express is its express delivery service for packages. With an operational hub in Liege, Belgium it handles package traffic from 67 European airports.
Schaffels declined to comment on whether TNT has made a bid for ABX Logistics SA, which is part of NMBS Holding Ltd.
Earlier Friday, Belgian newspaper De Tijd reported that three European postal groups are bidding for ABX, among them U.K.’s Royal Mail, The Belgian Post Group and TNT.
Under European Union regulations, ABX must find a buyer before NMBS merges with U.K. company 3i Group PLC.
With a market share of 21%, TNT is the largest European express delivery company. Chief Executive Peter Bakker has said he wants to further strengthen the division in Europe. “We always look at takeover opportunities to achieve that,” spokesman Schaffels said.

Post office network firm to have regional chief operating officers

The private company to be created next summer to manage the nationwide network of post offices will have regional chief operating officers, Yoshifumi Nishikawa, president of Japan Post Corp., said Friday.

The COOs will be responsible for making post offices’ over-the-counter services friendlier to people in their area, according to Nishikawa, who revealed the plan at a meeting of the government’s postal privatization committee.

The new company, which will oversee OTC services at some 24,000 post offices, is one of the four companies to be created in October 2007 when the 10-year process of privatizing Japan’s postal services will get under way.

The three other companies will be in charge of mail delivery, postal savings and “kampo” life insurance. Japan Post will become the holding company of the four privatized units.

The committee discussed Japan Post’s overall plan toward the privatization, with members welcoming a plan to list the postal savings bank and life insurance company in four years after establishment.

3i completes ABX Logistics buyout

British financial investor 3i said that it has completed the takeover of Belgian-based ABX Logistics for an undisclosed sum following this week’s clearance for the deal from the European Commission. But, as previously reported, the domestic Belgian business has been left under the ownership of Belgian Railways.

3i said in a statement that it and funds which it has advised have completed the acquisition of ABX Logistics’ international trucking, air and sea freight forwarding activities, including those to and from Belgium, and its contract logistics business. The deal was previously valued at about €80 million by Belgian media.

But the acquisition excludes the local road distribution business within Belgium which represents less than 3% of total group turnover. This business includes the original ABX Logistics domestic parcels operation.

ABX Logistics, with turnover of €2.5 billion and a workforce of circa 10,000 people, has returned to profit following restructuring and downsizing over the past few years. 3i said it is backing the existing management team, led by Laurent Levaux, Chief Executive Officer.
