Postcomm reveals plan to smash competition barriers

Small businesses are being urged to scrutinise how much money they spend on direct mail postage – and hunt down better deals – as part of Postcomm’s plans to tear down the barriers to competition in the privatised postal market. The call comes as the regulator publishes a decision document setting out its recommendations on tackling the obstacles that were identified in its Competitive Market Review, published in November 2005. The 54-page paper includes a wide range of recommendations. Although, as the independent regulator, it cannot recommend one postal operator over another, it admits that low awareness remains a major barrier. A Postcomm spokeswoman says: “Not many smaller companies realise that the threshold for mailings to be handled by private operators has come down from 3,000 items to 250. We urge these businesses to get in touch with all postal operators, including Royal Mail, to see what deals are out there.

UPS in position to buy

UPS is in a position to make an “extremely large” acquisition if it finds a deal that makes strategic sense, said Scott Davis, chief financial officer.
The comments revived long-standing speculation that UPS could bid for TNT, the Dutch post group, which has large package delivery operations in Europe and Asia. UPS is considered a potential buyer of TNT’s logistics division, which the group plans to auction this year, but some analysts believe the parcel business could also be sold. Mr Davis gave no clues about possible targets but cited the company’s Dollars 1.9bn of free cash flow in the first quarter as evidence that UPS had the financial strength to make a big deal. The comments came as UPS announced a 10.5 per cent increase in first-quarter net profits to Dollars 975m, driven by surging international shipments.

Mail service deregulation urged on Japan Post privatization

Japan’s Fair Trade Commission has submitted a report recommending deregulation to allow private companies to take part in mail services Japan Post monopolizes, FTC officials said Friday. Japanese law requires a mail service provider to ensure uniform service throughout Japan with 100,000 post boxes, effectively barring private companies from undertaking such services, the report said. When the Japanese postal system starts being privatized in October 2007, private companies should be encouraged to undertake mail services in urban areas where such services can pay, it said.
