The Norwegian Post Office was acquitted from the accusations of subsidizing the company’s activities on the deregulated package post market with money from the Post Office’s ordinary services where the company has a monopoly. The Charges were brought before Esa, the Efta surveillance authority, by the trade association for the Norwegian logistics industry.

Postcomm carefully considered these requests and announced on 13 March that it had decided to extend – to Friday 12 April – the date for comments on its proposals. (The original six-week consultation period was due to finish on 15 March.) Graham Corbett, Chairman of Postcomm said:
“Both Consignia and the CWU have asked for more time to finalise their responses to us. Both are key stakeholders. In line with our commitment to ensuring that our proposals do not destabilise the postal market, we will want to take full account of all the issues they wish to raise. We have also had requests from MPs for an extension, and we are happy to agree to this. The proposals out for consultation remain unchanged.”
The extension means that Postcomm’s decision document will be issued in May, not April as originally planned.
The postal regulator last night agreed to delay the introduction of competition to Consignia, the owner of Royal Mail, after pleas from the company and postal unions. Graham Corbett, the chairman of Postcomm, said it had agreed to extend the consultation period on its proposals for throwing 30 per cent of the market open to rival operators to 12 April. This means the liberalisation of postal services will begin in May, a month later than planned.

The move follows complaints from Consignia, the government-owned operator of the Royal Mail, and the Communications Workers Union, which both argued that the regulator risked damaging services by rushing through plans to end Consignia’s monopoly.
