Postal network can be used for other services

India’s vast postal network can be utilised for providing various facilities including microfinance, banking and information-based services to the masses. The Department of Posts also needs to gear itself to strengthen its global network to meet challenges posed by its competitors, said Communications and Information Technology Minister A. Raja.

Delivering his inaugural speech at the five-day executive council meeting of the Asian Pacific Postal Union (APPU), Mr. Raja said over 150,000 post offices spread across India can use newer technologies for providing microfinance services, set up e-knowledge centres and extend banking facilities, specially in rural areas.

Stressing the need for transforming the postal services to meet future challenges and prepare them to compete in the new environment of globalisation, Mr. Raja said the need of the hour was that the managers should learn and develop strategies to adapt the postal services to the changed situation. “The postal workforce will need to become skilled and well informed. Human resource development will become the key to the success of India Postal managers will need to innovate, encourage participation and lead change,” he said.

Speaking on the occasion, Minister of State for Communications and Information Technology Shakeel Ahmad said the postal network in the Asia Pacific region comprises 342,002 permanent post offices, which is 51 per cent of the total number of post offices worldwide.

However, it is manned by 1,715,000 postal employees, which is 31 per cent of the worldwide postal staff.

Austrian Post eyes Romania, Bulgaria, Bosnia

Austrian postal operator Oesterreichische Post wants to buy into Romania, Bulgaria and Bosnia in the coming 15 months, said the company’s Chief Financial Officer Rudolf Jettmar.

“We want to set up a network in the fragmented south-eastern European market,” Jettmar told journalists late on Tuesday on the margins of an investment conference in New York. “We want to fill in our blank spots in Bosnia, Bulgaria and Romania.”

Jettmar said the postal operator was aiming to take over private operators working in parcel delivery or distribution of advertising.

In the first three quarters of the year, Oesterreichische Post has spent 210 million euros (USD 312 million) on takeovers, and the company has another 150 million euros left in its war chest, said Jettmar.

Oesterreichische Post is already present in Slovakia, Croatia, Hungary and Serbia.

ABX Air & DHL agree to arbitration

ABX Air, Inc said that it and DHL have agreed to arbitrate a dispute concerning allocation of certain overhead expenses, and that DHL has paid ABX Air USD 8.8 million in budgeted expense reimbursements previously withheld.

Since the USD 8.8 million payments were withheld on November 5, 2007, ABX Air said that DHL has continued to reimburse it in full for budgeted expenses.

As further described in ABX Air’s Form 8-K filed with the Securities and Exchange Commission on November 9, 2007, DHL is in default under terms of the ACMI and Hub Services agreements. The default resulted from an USD 8.8 million reduction in DHL’s weekly pre-funding payment to ABX Air on November 5, 2007, for ABX Air’s expenses related to the ACMI and Hub Services agreements. DHL cited as the reason for the reduction its contention that it was no longer responsible to reimburse ABX Air for certain overhead expenses. ABX Air notified DHL that it was in default under the commercial agreements because the agreements do not permit the withholding of amounts in dispute. ABX Air said that DHL remains in default under the ACMI and Hub Services agreements. DHL maintains that it has not defaulted and that its actions were proper.

NetDespatch Soars Towards Christmas Internet Shopping Peak

NetDespatch is seeing a massive seasonal uplift to its business as more and more people buy Christmas gifts online or through catalogues. In November alone, the delivery of over 8 million parcels will be managed online by the NetDespatch Velocity web-based platform, and with the scanning of parcels throughout the delivery process, the company’s secure web servers are processing an average of 100,000 transactions an hour.

TNT Post has utilised NetDespatch’s Velocity platform to create an end-to-end, wholly web- based solution to control its innovative packet and parcel home delivery services. The company is able to provide unparalled customer and supplier integration, with enterprise-wide visibility of data from customer despatch right through to courier delivery. TNT Post is also able to utilise the platform to offer a leading-edge customer returns solution.

Other carriers such as APC Overnight and Amtrak are increasingly providing home delivery services through the Velocity platform. This allows customers to book and track on line, whether an occasional shipper paying by credit card or a major customer requiring integration with their sales order processing or warehouse system. The NetDespatch systems integration, advanced bar code labelling and address checking services ensure that home delivery shopping order details are only entered once, are held securely on a central server, are automatically booked with the chosen parcel carrier, and are correctly labelled ready for collection from any location.

UK postal workers back peace deal

Postal workers have overwhelmingly backed a deal on pay and conditions finally ending their long-running dispute.
The Communication Workers Union (CWU) said its members voted by 64% in favour of an agreement and will now receive a pay rise of 6.9% over two years.
Turnout in the ballot was also 64%. The union said it would now be at the heart of implementing changes to working practices in the Royal Mail, one of the issues at the centre of the bitter dispute.
Postal workers across the country were involved in a long-running campaign of industrial action since the summer, including a number of strikes, which crippled mail deliveries.
Dave Ward, the union’s deputy general secretary, said: “Rather than accept market rate strategy for pay, this deal sets the benchmark for the whole of the postal industry to follow.
“The CWU has always recognised that change is needed in the Royal Mail and this agreement demonstrates that the union is leading the change agenda.
“The strong acceptance of this deal by postal workers shows that they also recognise that change is needed in the business.”

US Postal Service recognized for Innovative Technology

The U.S. Postal Service has been recognized for its cutting-edge supply management with an award by the Aberdeen Group, a leading business research firm.

The group awarded the Postal Service its “Innovation in Technology Award” at its Chief Procurement Officer (CPO) Summit on Nov. 13, citing the agency’s use of advanced sourcing technology to reduce costs and increase efficiencies across its supply chain.
Award winners were determined by Aberdeen’s research over the past 12 months. The research group cited the Postal Service’s use of flexible bidding with optimization, an “expressive” bidding process that matches suppliers’ competitive advantages to buyers’ business needs.

The Postal Service’s bidding process enables suppliers to define specific bid bundles, which creates new volume discounts, as well as production schedule changes, flexible delivery times, supply locations and payment terms. In one example cited by Aberdeen, allowing suppliers to define the market for pallets enabled the Postal Service to save 9 percent.
