Royal Mail boss ready to take charge at Sainsbury's

Allan Leighton, chairman of the Royal Mail and former Asda boss, is ready to take control of supermarket chain Sainsbury in the event of a takeover bid.
It is understood that Mr Leighton, who worked alongside Archie Norman to revitalise Asda during the 1990s – has been approached by the private equity consortium working on bid plans and has told them he is keen to work with them.

His final decision is believed to hinge on what potential bid price they arrive at. He is unwilling to get involved if the price required to buy Sainsbury’s is more than 550p, as it would starve the supermarket chain of the investment funds he believes are necessary.

First Canadian appointed to lead UPS Canada

UPS has announced the appointment of Mike Tierney as president of UPS Canada. As the first Canadian to be appointed to the position, Tierney will draw on his experience and knowledge of global commerce to drive performance and growth in the country.

Prior to his new position, Tierney led operations in a US district covering Arkansas, northern Mississippi and western Tennessee. He previously worked his way up through various management positions within UPS Canada.

Tierney replaces Glenn Rice, who has taken responsibility for UPS package operations in eight US states encompassing New York, New Jersey and New England, with over 44,000 employees.

Referring to his strategy for UPS Canada, Tieney said he aimed to help Canadian businesses to reach new markets and succeed in an increasingly competitive global economy. “Companies need to take advantage of the growing opportunities available through global trade,” he said. “By the year 2015, some 30% of global GDP is expected to be cross-border international trade. Yet a recent report from Industry Canada indicates only 1.4% of small businesses are currently targeting cross-border markets for growth.”

UPS Canada, with more than 8,000 employees, a fleet of 2,500 delivery vehicles and more than 1,000 service points, serves every address in the country and delivers Canadian packages to over 200 countries and territories.

'Excessive' rates would ruin Israel Postal Company, union charges

Recommendations by a public committee to raise postal rates “too high” are threatening to cause the “collapse” of the Israel Postal Company, workers’ union head, Reuven Karazi, charged on Tuesday.

Communications Minister Ariel Attias is due to decide soon whether to accept the recommendations, which the union head said would bring about “rigidity” in rates and make it “impossible for the Postal Company to compete” with private entrepreneurs.

If rates are too high, the company will have fewer customers, services will suffer and many of its 7,000 employees will be dismissed, Karazi warned. He called on Attias to rethink the recommendations on rates, whose implementation, he said, would “decide the company’s fate.”

The union said it was launching a “struggle to save” the company, which was established last year as a replacement to the Postal Authority. The new for-profit government postal company is being increasingly exposed to private competition, as its monopoly in various services is being gradually lifted.

The Israel Postal Company is conducting discussions with the Communications Ministry on a “variety of basic issues, including its fee structure, company license and expansion of services” and management expressed its reservations about recommendations of the rate committee, the company statement said.

“We have made clear the far-reaching implications if management’s position is not adopted… We hope these efforts will succeed and that all will act to endure the existence of universal postal services to all that the company is obliged to provide.”

Pilots strike over Europe Airpost sale

Pilots and ground staff at Europe Airpost are on strike following news that France’s La Poste is to sell the mail, cargo and passenger airline.

The employees started the action at 18.00 on Monday, causing delays to night post and, during the day, passenger transport. They are due to return to work tomorrow, Thursday, at 05.00.

La Poste director general Jean-Paul Bailly confirmed the pending sale of Europe Airpost, first revealed by pilots’ union SNPL last week, in a letter to board members, the contents of which were published by newspaper Les Echos yesterday.

Bailly wrote that La Poste had decided to sell the company and move the transport of mail to TGV high-speed trains under a plan to set up a joint subsidiary with national rail operator SNCF.

Talks had opened with several potential buyers of the airline, Bailly said, although one had been selected for exclusive negotiations in the months to come.

Les Echos reported that, according to its information, La Poste’s preferred buyer is the South African holding group, Imperial, owner of the leasing company Safair, which is already running two Airbus A300s for Europe Airpost’s cargo operations.

Chinese Vice Premier Huang Ju has urged the country’s postal sector to deepen reforms and adopt an enterprising approach to better serve the public and the country’s economic and social development.

Officials, workers and departments in the postal sector should explore ways to improve supervision, transfer operating mechanisms and establish a modern corporate system, said Huang in a letter of congratulation on the official operation of the State Post Management Bureau (SPMB) and the China Post Group (CPG) on Monday.

Vice Premier Zeng Peiyan also gave instructions to the postal sector, recognizing its contributions to the country’s economic and social development and its important role in guaranteeing the basic communications rights of the public.

The establishment of the CPG and SPMB marked the separation of the regulatory functions of the former State Post Bureau (SPB) from its business activities.

Liu Andong, former director of SPB, has been appointed general manager of CPG, and Ma Junsheng, former deputy director of SPB, has been named to head the SPMB.
