Irish postal services to be authorised by Comreg

Irish postal service providers must be authorised by the Commission for Communications Regulation (Comreg) from January 1, 2004.

Under these terms a postal operator with a turnover of more than €500,000 must apply to Comreg for authorisation.

The applicants will only be granted an authorisation if Comreg is satisfied it can provide a postal service and it submits a written declaration that it will not infringe within An Post’s reserved area.

ComReg opens up Irish postal market futher

The regulator for postal services has reduced An Post’s so-called “reserved” services, opening up more of the market to competition.

From January 2004, An Post will no longer have any monopoly over cross-border mail posted in Ireland, ComReg said today.
This includes mail to Northern Ireland, Britain, Europe and the rest of the world.

The regulator began opening up postal markets to competition in 1999 and around 55% of the letter post market will be liberalised by January.

Qualified approval for 7 cent stamp rise in Ireland

The Commission for Communications Regulation (ComReg) has agreed in principle to allow An Post to increase the price of a stamp by seven cent to 48 cents.
But in a decision published yesterday the regulator deferred a final ruling until An Post sets up a discount scheme to help small firms with the cost of postage. This final ruling is now due after August 15th and should open the way for price increases on a range of postal services from the end of this month.
The increases will be worth E18 million a year to An Post, which last week published its biggest annual losses of E70.5 million. An Post welcomed the ruling last night, which it described as the first major increase in Irish postal prices since 1991.
