ACCC clears 5c postage stamp price hike

The consumer watchdog has cleared the way for Australia Post to seek government approval for a five cent increase in the cost of a basic postage stamp.

The Australian Competition and Consumer Commission (ACCC) says is not objecting to the postal monopoly’s plan to charge 55 cents from September 15.

“Because the proposed price increases do not involve Australia Post over-recovering the costs of providing … letter services,” commission chairman Graeme Samuel said.

But Australia Post’s proposal did not provide “sufficient certainty” to satisfy customers.

“Therefore, in its decision, the ACCC has established a framework for future price notifications that will encourage Australia Post to continue to reduce costs, improve productivity, and provide more certainty for customers,” Mr Samuel said.

The last time Australia Post increased the cost of the basic postage stamp was in 2003.

It will need approval from the federal government before implementing the increase.

Deutsche Post unfazed by US presidential candidate concern over DHL cuts

Deutsche Post World Net (DPWN) shook off criticism by US presidential candidates Barack Obama and John McCain of the planned closure of DHL’s air hub at Wilmington, Ohio, and stressed it is on track with the US restructuring measures.

On Tuesday (29th July), Obama and McCain both took up the issue of the planned Wilmington closure, with the expected loss of some 8,000 jobs at DHL and sub-contractors ABX Air and Astar Air Cargo. They each called for an investigation into potential anti-trust issues resulting from the planned DHL-UPS airlift deal, and spoke out in favour of government support for workers who lost their jobs.

Speaking at company press conference on its half-year financial results, DPWN CEO Frank Appel said he was “sorry” about the job losses at Wilmington but stressed the cuts were necessary in view of the likely USD 1.3 billion loss at DHL Express USA this year and to strengthen DPWN as a whole. “If we did not do this, then we would endanger even more jobs,” he declared.

In response to questions, Appel said DPWN had held talks with various US officials for some time and commented that the statements of the two presidential candidates were “moderate” and showed they understood DHL’s problems.

Due to DHL’s heavy US losses, the situation was not comparable with that of Nokia, which was forced to pay back subsidies in Germany after announcing the closure of a production site, he said. DHL Express had received “low” subsidies at Wilmington but did not expect to have to pay them back.

Appel also stressed that the measures to restructure DHL Express USA were on track despite deteriorating market conditions and the weakening US economic environment. The first DHL-contracted aircraft had been taken out of service, the first DHL ground stations closed and other cost reduction measures had been implemented, he said.

Spanish unions seek a study into universal service

The Spanish Postal Advisory Council, the highest advisory body of government in postal matters, discussed on the 29th of July the proposal submitted by UGT and supported by CC.OO (both unions are affiliates of UNI Post & Logistics Global Union) for an Observatory on the provision of universal service. The Council has agreed to the creation of a working group for analysis and study of the provision of universal postal service in rural areas and in special environments. The unions welcomed the decision which responds to a need that has long been targeted in connection with the mismatch and neglect suffered by these areas in recent times.

The unions also said they believed that the Government, in the form of the Ministry of Public Works, wants to impose unilaterally reform of the postal sector without discussion with the unions. UGT believes that with the creation of the proposed Observatory, the Government rightly responds to a very real social unrest. The unions said there is a need improve management, as at this moment the post office needs to meet the European quality standards for the provision of universal postal service.

On another issue, the President of the Council (Assistant Secretary of Public Works) reported that the Government does not have in its agenda, any project under way to change the current Postal Law. The Government has a period of 2 years to transpose into Spanish law the recently adopted European Postal Directive. In this connection the unions demanded that when this takes place that the government immediately open negotiations with all unions.
