Netherlands postal market liberalised from 2008

The Dutch postal market will be fully liberalised as of January 1, 2008, the Dutch economy ministry said on April 13, 2006. The full liberalisation of the Dutch postal market will lower prices, allow better quality service and give other companies equal business opportunities. Presently, TPG Post, the mail business of Dutch mail and logistics group TNT NV, has a monopoly on the postal market for letters up to 50 grammes. According to the Dutch Government, the postal market in the country will still face problems after its liberalisation due to differences in value added tax (VAT) regulations in European countries. Germany, which will also liberalise its postal market as of 2008, announced it will limit or end the VAT exemption to Deutsche Post. The British Government, however, does not intend to terminate the VAT exemption to UK Royal Mail.

Fortis signs MoU with Ireland's An Post to create financial services jv

Belgo-Dutch bancassurance group Fortis NV said that it has signed a memorandum of understanding with Ireland’s An Post, with a view to creating a financial services joint venture. The joint venture will provide financial services in Ireland through An Post’s network of 1,450 post offices. The companies said they expect to sign the final agreement by this summer and will not make any further comment on the negotiation process. No financial details of the transaction were disclosed.

Postal operators welcome Brussels legal challenge to VAT exemption of Royal Mail

Private sector post operators yesterday welcomed the European Commission’s launch of legal proceedings against the government for exempting Royal Mail’s postal services from value added tax. The state-owned postal service enjoys exemption from VAT that rivals say gives it an automatic price advantage in a market that was opened to full competition on January 1. However, bulk mailers were divided on a move that could lead to higher postal charges for some business sectors, including some of the largest mail users. Royal Mail warned that ending the exemption could mean higher prices for the majority of its users who cannot use private operators. “We wouldn’t want to see VAT on postage stamps that individuals, small businesses and charities would have to pay,” it said.

Jersey Post is set to become a private company by July

The States have been recommended to approve the transfer of postal administration from the government to an incorporated business. Jersey Post would then operate like Jersey Telecom and Jersey Water with the States as the largest shareholder. The 1969 agreement between Royal Mail and the States will also be reviewed, which could pass responsibility for postal services back to the island.
