The Swiss Federal Council appoints new presidents for SBB (Swiss Railway) and Swiss Post

Ulrich Gygi, CEO of Swiss Post will become president of board of directors for SBB in replaced of Thierry Lalive d’Epinay. The Board of directors of Swiss Post will be led by Claude R. Béglé.

Béglé has been Vice-President of the German post office Deutsche Post since 2007. He has been closely involved in the development of the European postal services market in various positions and postal service enterprises, including TNT Post Group and the French post office. Béglé will assume his duties on 1 April 2009 at the latest, when he will succeed Anton Menth, but will already join the board as a simple member on 1 October. Menth will reach the statutory maximum age of 70 for leaving the board in the summer of 2009.

USPS submits network plan to Congress

The US Postal Service submitted its network plan, which outlines the agency’s initiatives to produce better and more efficient operations and customer service, with Congress last week.

The network plan is a requirement of the Postal Accountability and Enhancement Act of 2006. It was developed following consultations with the Postal Regulatory Commission initiated in February.

According to the USPS, the plan “positions the postal service to pursue achievement of the newly established service standards, and better ensures the long-term financial stability of the postal service and the mailing industry.”

The document addresses the USPS’s performance goals, which include the establishment of baseline performance targets for various market-dominant products. It also lists a number of initiatives designed to improve the consistency of internal mail flow management practices, including software advancements, value stream mapping and data system enhancements.

Plans for alternative retail options are also outlined in the document. “Whether through traditional bricks-and-mortar post office locations, other retail locations, or online, the postal service will continue to actively promote increased customer use of efficient and easy-to-use retail access channels,” the USPS wrote.

USPS Governor Ellen Williams reappointed

President George W. Bush has appointed US Postal Service Board of Governors member Ellen Williams for a second term ending on December 8, 2014.
The president first appointed Williams to the board in 2006 to serve the remainder of an unexpired term. At that time, she replaced John Gardner, who had held a recess appointment following the death of former governor Legree Daniels in November of 2005.
Governor Williams currently serves as vice chair of the board’s Compensation and Management Resources Committee and is a member of the Government Relations and Regulatory Committee.
She previously served as vice chairman of the Kentucky Public Service Commission and was chairman of the Republican Party of Kentucky.
She currently runs her own business, Ellen C. Williams LLC, a government affairs and lobbying firm. A graduate of the University of Kentucky, she lives in Anderson County, KY.
The USPS Board of Governors consists of nine governors who are appointed by the president and the consent of the Senate. No more than five of the nine governors can be members of the same party.

Ethiopian State Minister urges Postal Service Agency to expand, improve services

Ethiopian Postal Service Agency could be one of the organizations that generate huge revenue in the country by expanding its horizons and providing efficient services, the state minister for transport and communications sector said.
Speaking at a discussion held between clients here, State Minister for Transport and Communications Sector David Ruach said the agency should increase its income by eliminating backward procedures and providing effective services.
The state minister who advised the agency to draw valuable lessons from agencies in other countries said the government would render its support to the agency.
Ethiopian Postal Service Agency General Manager, Yeiyogidey Gebreyohannes, on his part said the agency has begun implementing Business Process Reengineering (BPR) to effect reform in the agency.
According to him, the agency is currently providing efficient services through its 962 centers across the country.
It has also bought four medium size buses to begin offering delivery work, he added.
Besides the agency has been undertaking activities to expand money transfer activities, Cash for Africa and Express Money services across the country, the general manager concluded.

ComReg reports on An Post quality of service performance between January and March 2008

The Commission for Communications Regulation (ComReg), the National
Regulatory Authority (NRA) for the postal industry in Ireland, today
published the results of its quarterly independent report on the Quality of
Service performance of An Post.

The report shows that:
• 78 pct of mail was delivered throughout the State within one working
day for the first quarter of 2008 against a target set by ComReg of
94 pct. This compares with a figure of 78 pct for the first and second
quarters of 2007 and 79 pct for the third quarter.
• 98 pct of mail was delivered within 3 working days against a target set
by ComReg of 99.5 pct. However, this figure drops to 97 pct for mail
delivered within Dublin County.
• 76 pct of mail posted in Dublin for nationwide delivery is reported as
delivered the next working day, while 80 pct of mail posted outside
Dublin for nationwide delivery is delivered within one working day of
posting.
• 83 pct of mail posted locally, outside of Dublin, for local delivery is
reported as delivered on the next working day. However only 75 pct of
mail posted in Dublin for local delivery was delivered the next working
day (Service performance in Dublin for Q1 2008 may have been slightly
impaired by the recent unofficial industrial action at 2 of An Post’s 28
Dublin Delivery Services Units).

ComReg is concerned with the lack of incremental improvement quarter on
quarter and with the corresponding quarter in 2007. Performance still
remains well short of the target of 94 pct.

The independent survey, conducted by TNS mrbi, is based on a nationally
representative sample of 7514 test mail items, posted and delivered
throughout the State to identify on time reliability of An Post’s domestic
single piece mail.
