Japan Post in talks for comprehensive tie-up with China Post

Japan Post is in the final stages of talks to form a comprehensive business tie-up with China Post, the Nikkei business daily reported Tuesday.

Japan Post President Yoshifumi Nishikawa was scheduled to meet his China Post counterpart Liu Andong in Beijing today with the aim of signing a memorandum of understanding on the deal, the report said in its evening edition, citing sources familiar with the matter.

If a deal is signed, it will be Japan Post’s first comprehensive alliance with a major overseas postal service provider or shipping company. The public corporation is to be privatized in October, splitting into four different entities, including a postal delivery unit.

As a first step under the planned alliance with China Post, Japan Post will increase the weight limit for its Express Mail Service — an international delivery service for letters and packages — by 10-20 kilograms from the current 30 kilograms, the Nikkei said.

It will also expand the areas of next-day delivery from Shanghai at present, to Beijing and other major cities, the daily said.

Japan Post is also considering acquiring a stake in a distribution subsidiary of China Post or creating a new joint venture for such operations, the report said.

Japan Post Expands Parcel Delivery Market Share in FY '06

Japan Post expanded its market share for parcel delivery services in Japan by 0.6 percentage point from the previous year to 8.4 pct in fiscal 2006 that ended in March, it was learned Wednesday.

As a result, Japan Post, to be privatized in October, moved up to fourth from fifth in the market share rankings, as its “Yu-Pack” service performed well, according to data compiled by the transport ministry and other organizations.

The top three spots in the rankings were unchanged from the previous year. Yamato Transport Co. retained top position with a 36.6 pct share, up 1.0 point, followed by Sagawa Express Co. with a 32.4 pct share, up 0.9 point. Nippon Express Co. remained third with a 10.7 pct share.

The overall number of parcels handled in Japan inched up 1.0 pct to 3,207.14 million for fiscal 2006, indicating that the Japanese parcel delivery market is reaching saturation point.

Japan Post to Set Up Staffing Agency

Japan Post Corp., the planning company for the breakup and privatization of state-owned Japan Post, plans to establish a wholly owned staffing agency as early as July, Jiji Press learned Saturday.

The move is aimed at securing part-time workers on a stable basis in order to allow the Japan Post group to utilize such employees after the scheduled breakup and privatization in October.

Japan Post is currently employing hundreds of thousands of part-timers as postal sorting and delivery workers and clerks at post offices across the country.

As a result of a cutback on the recruitment of full-time workers and the promotion of an early retirement program as part of cost reduction efforts, part-time workers have became indispensable to maintain Japan Post’s services.

However, Japan Post is now having difficulties recruiting part-time workers, mainly in urban areas, as Japan’s economic recovery has led to a rise in job offers by private companies.

This has forced Japan Post to raise hourly wages for its part-time workers for some regions and start using workers dispatched by staffing agencies at post offices in areas around Tokyo and the Kinki western Japan region for the first time ever.
