Japan Post unions may be merged under privatized firm

The two labor unions of Japan Post may be integrated into a 230,000-strong union by the time the public corporation is privatized starting in October 2007, a union leader said Wednesday. All Japan Postal Labor Union Chairman Akira Miyashita told a meeting of the 87,000-member union’s central committee that the union will consider its integration with the 140,000-member Japan Postal Workers’ Union to increase their bargaining power. The All Japan Postal Labor Union spun off in 1965 from the Japan Postal Workers’ Union, which was founded in 1946.

Yamato appeals court ruling favoring Japan Post parcel service

Yamato Transport Co. appealed to the Tokyo High Court on Wednesday against a lower court’s dismissal of the company’s request for an injunction on the parcel delivery service Japan Post is offering in a tie-up with convenience store operator Lawson Inc. On Jan. 19, the Tokyo District Court rejected Yamato’s claim, filed in September 2004, that the Japan Post service poses unfair competition. Yamato is a parcel delivery company and the core unit of Yamato Holdings Co. The district court ruled that the public postal concern is not charging prices below cost because the growth of its delivery service has not pushed it deeper into the red.

Nippon Express aims to undercut Japan Post registered mail service

Nippon Express Co. said Monday it will begin a nationwide mail service Feb. 13 to compete with Japan Post’s registered mail operation. The service will handle contracts and similar documents, whose mailing costs exceed 1,000 yen, sent by companies and other organizations, delivering them the next day, according to company officials. It will handle no postcards or personal letters. The maximum weight of deliverable mail will be 20 kilograms. Nippon Express aims to receive 1 million orders for the new service in fiscal 2006. A similar registered mail service Japan Post offers charges a flat fee of 1,270 yen, regardless of the destination, for mail weighing up to 2 kg. Nippon Express will change its prices depending on the distance to the destination.

Japan's Nippon Express to join ANA-Japan Post cargo venture

Nippon Express Co and Mitsui OSK Lines Ltd will invest in an international cargo airline that All Nippon Airways Co (ANA) and Japan Post plan to jointly establish, the Nihon Keizai Shimbun reported without citing sources. Nippon Express and Mitsui OSK will take stakes of about 10 pct and 5 pct respectively in the joint venture. The new company will be capitalized at 30 mln yen and will be set up in February initially as a wholly owned subsidiary of ANA, the report said. The airline will then sell a portion of its stake to Japan Post, Nippon Express and Mitsui OSK in April, when Japan Post is allowed to enter the international shipping business. As a result, ANA’s stake will decline to 51.7 pct and Japan Post’s will reach 33.3 pct.

Financial, distribution experts eyed ahead of Japanese postal privatization

Japan Post Corp. will recruit private-sector experts in financial and international parcel delivery services before the privatization of Japan’s state-run postal services begins in 2007, company officials said Sunday.
Securing such experts to compete with private-sector companies is a pressing task for the company, which mainly consists of officials from the public corporation Japan Post, they said. Japan Post Corp., created last Monday by the public corporation as a new stock firm, will convert itself into a holding company in October 2007 to place four postal services companies under its wing.
Most of Japan Post Corp.’s 45 employees are from the public corporation, with their status changing from that of public employee to private-sector official. Japan Post Corp. plans to eventually boost the number of its workers to 100.
