PostEurop call Council of the European Union to resume negotiations on VAT legislation for postal services

The postal industry needs a reliable VAT legislation. The 6th VAT Directive no longer provides for legal certainty as demonstrated by the infringement procedures most recently launched by the European Commission. Moreover, taking into account the changes that the industry has undergone in the past 10 years, modernizing VAT regulations seems reasonable.
On May 5th 2003, the European Commission issued a “proposal for a directive amending directive 77/388/EEC as regards VAT on services provided in the postal sector” (COM/2003/234).
It provides for equal treatment of postal services in term of taxation. It also introduces an option to apply reduced VAT rates for certain postal services with the intention to limit any increase in postal prices due to the introduction of VAT.
On March 11th 2004, the European Parliament agreed to the introduction of VAT in public postal services. The European Parliament has proposed to make the application of a reduced rate mandatory.
The deliberations (2 July 2003 to 15 June 2004) within the Council failed in the absence of the required unanimity and negotiations have been suspended for about 3 years now.
On 23rd March 2006, the European Commission launched infringement proceedings by sending letters of formal notice to the UK, Sweden and Germany on the VAT application of postal services.
The rules governing the application of VAT should not be left to finally decisions by the ECJ based on an interpretation of the 6th VAT Directive (dating back to 1977). The decision how to apply VAT on postal services is essentially a political one and therefore needs to be agreed upon by the Council.

The winner by Scouts votes of the 2007 EUROPA stamp competition is the Armenian operator HAYPOST.

EUROPA stamps are special stamps issued by European postal administrations/enterprises, under the aegis of PostEurop, and that have Europe as their central theme.

The EUROPA stamp best design competition is a yearly event which takes place during PostEurop’s Plenary Assembly. The first competition, in 2002 saw Malta win best stamp design. Following winning stamps from 2003 to 2006 were from Monaco, Greenland, Iceland and Ukraine.

In order to celebrate the ‘100 years of scouting’ and to stimulate the interest for EUROPA stamps among young scouts, it was decided that the EUROPA competition would be opened to scouts around the world, and they were invited to vote on-line for the stamp they liked best.

On the 9th May, Europe Day, in Portoroz, Slovenia, Scouts and PostEurop launched the 2007 issue of the EUROPA stamp competition, celebrating scoutism, and in which over 50 postal operators in Europe participated.

As revealed during PostEurop’s Plenary Assembly in Vienna, Austria, the winner selected by the majority of voting scouts is the stamp issued by Postal Operator of Armenia : Haypost.

“On behalf of HayPost in Armenia, we wish to thank PostEurop for organizing this invaluable competition and especially our voters for having chosen the Armenian EUROPA stamp for the 2007 PostEurop competition. This stamp symbolizes the international peace generated by the scout movement, and the union between Armenians and all cultures in the world,” stated Hans Boon, Director General of HayPost.

Swiss Post to cut greenhouse gas emissions

Together with Europe’s largest postal operators, Swiss Post is taking part in the programme launched by the umbrella organization PostEurop to cut greenhouse gas emissions.

The goal of this initiative is to cut emissions of CO2, the most important greenhouse gas emitted by the participating organizations, by 10 percent over the next five years. Its involvement in the programme signals Swiss Post’s rigorous continuation of the environmental policy it launched in 1996. Between 2000 and 2005, it cut its CO2 emissions by 9 percent and is therefore already close to achieving the Kyoto Protocol’s targets for 2010.

Swiss Post is taking part in PostEurop’s programme to reduce greenhouse gases.

PostEurop is the association of the 43 European universal-service postal operators. The initiative is based on the voluntary participation of PostEurop members and currently enjoys the support of nine postal operators, including Deutsche Post World Net, La Poste Group (France), TNT (Netherlands), and De Post/La Poste (Belgium), with further postal operators expected to follow suit by the end of the year.

They have undertaken to reduce their CO2 emissions by 10 percent over the next five years. The initiative is thus aimed at the most significant environmental impact of European postal operators: greenhouse gases, which account for around 70 percent of the total impact.
