Goverment urged to solve Sri Lankan Postal Employees' problems

Lanka Postal Union President Vivekanandalingam said the government’s mediation is essential to settle the Postal Department employees’ problems.

Vivekanandalingam addressing the media at the Sri Lanka Postal Union Office said all Department employees would go on sick leave today ( March 27) demanding the authorities to modify and introduce new postal systems without reducing their service period and benefits.

He said the Department which is running at a loss cannot be converted into a profitable organisation by cutting down employees’ benefits and working hours. He said it could be achieved only by introducing new methods in the Postal Department suitable to postal sector.

He said thirteen trade unions would join in the agitation. “No action has been taken to uplift the Postal Department though the Department is running at a loss.

“The Treasury says that by cutting down the facilities and service of the employees and by reducing the working hours the Department could be converted into a profitable institution.

“However, several projects started to uplift the Postal Department ended in failure,” he observed. Postal and Telecommunication Officials Union President H.M. Navaratna Bandara stressed the postal service was a people’s service and that they were striving to protect the service on behalf of the public.

Modern technology for Sri Lanka's postal services

Sri Lanka Postal Department sources say that only twenty percent of the country’s 547 main post offices and 3400 smaller post offices are operating at a profit. Therefore the Department has to depend on the nearly Rs. 1.8 billion received annually from the Treasury.

The Ministry of Posts and Telecommunication is going to recruit 1507 staff for next year in order to enhance the services of the Postal Department.

The Ministry has also planned to obtain modern technology from Japan and the Philippines to uplift the standards of the postal sector. The Department intends to develop the sectors of money order transactions, mail delivery, and telegrams with the modern technology.

Modernised postal service soon

The Posts and Telecommunications Ministry has decided to modernise the Postal Service and provide a better and speedier service to the public under a Japanese aid scheme.

This follows a resolution adopted by the Asia-Pacific Postal Union at a meeting held in Kuala Lumpur, Malaysia recently, said a press release issued by the Ministry.

The resolution said the Sri Lanka Postal Service should gain priority for development and modernisation over all other postal services in Asian Countries considering Sri Lanka’s high literacy rate, enormity of the mail and the country’s stable rate of economic development.

Following the resolution the Japan International Co-operation Agency (JICA) agreed to provide the feasibility study for the modernisation and development programme.

A team of officials from Japan’s Mitsubishi Corporation and Philippines Ravo International Corporation visited Sri Lanka and held discussions with Posts and Telecommunications Minister D. M. Jayaratne as a prelude to the preparation of the feasibility report.

Once the feasibility report is submitted the Ministry will give its rulings about the relevant proposals and the project will be implemented under the supervision of the World Postal union and assistance of the Asia-Pacific Postal Union.

The release said almost 90 per cent of the Postal Department’s income is generated by 20 per cent of the Post offices which come under Grade One category. These post offices will be given better equipment and facilities during the modernisation programme.
